Electronic Signature Certification Services – Signaturkarten_Saarland_2026. Electronic Legal Transactions Have Been Opened Up Almost Everywhere In Saarlands Courts And Public Prosecutors Offices. Electronic File Management Has Been Rolled Out In Almost All Work Units. In Addition, The Other Authorities In The Saarland Justice Department Are Also Required To Participate In Electronic Legal Transactions. Empowered. As Part Of This, Signing Processes Are Required – Due To Federal Legal Requirements. Considerations Regarding The Introduction Of An Electronic Prisoner Personnel File In Prisons Will Possibly Lead To The Inclusion Of A Further Group Of People In The Circle Of Users Of Signature Cards. This Framework Agreement Is Intended To Procure Signature Cards With Integrated Qualified Certificates For The Creation Of A Qualified Electronic Signature For The Ministry Of Justice (Client) And Its Business Area, Including In Particular The Courts, Public Prosecutors Offices, Correctional Facilities And Other Judicial Institutions (Requirement Bodies). The Signature Cards Will Be Used As Part Of Qualified Electronic Signature Creation Units In Accordance With Article 3 No. 23 Of The Eidas Regulation (Eu) No. 910/2014 And Will Be Used To Sign Electronic Documents As A Replacement For The Written Form. The Identity Of The Card Applicant Is Determined By The Client Using The So-Called Authority Identification Procedure, In Which The Identity Of The Card Applicant Is Confirmed Internally By The Courts And Authorities By The Relevant Authorities. At The End Of September 19, 2026, The Previous Framework Agreement With The Current Certification Provider Ends And With It The Validity Of The Existing Signature Cards. The Framework Contract That Has Now Been Put Out To Tender Will Ensure The Provision Of Signature Cards Including Qualified Certificates For The Follow-Up Period. Accordingly, The Contractor Must Provide New Signature Cards, Including Qualified Certificates, For The Existing Holders Of Signature Cards In Good Time Before The End Of September 19, 2026 (June 19, 2026 At The Latest), So That Signing Is Possible Without Interruption Beyond The End Of The Term Of The Current Framework Agreement. There Are Currently Around 900 Signature Cards In Use In The Saarland Justice System. During The Term Of The Contract, The Following Must Also Be Provided Depending On Requirements: - New Signature Cards Including Qualified Certificates For New Users, - Subsequent Signature Cards Including Qualified Certificates For Existing Users After The Validity Of The Signature Cards Has Expired And - Replacement Signature Cards Including Qualified Certificates For Existing Signature Cards That Have Become Invalid Prematurely Due To Circumstances For Which The Contractor Is Not Responsible (E.G.
