Financial Leasing Services – Framework Agreement On Bicycle Leasing For Employees And Servants Of The State Of Lower Saxony By Way Of Deferred Compensation. The State Of Lower Saxony Intends To Conclude A Framework Agreement For The Leasing Of Bicycles (Framework Agreement Leasing) And To Conclude A Further Framework Service Agreement To Handle Bicycle Leasing. The Lessee Will Be The State Of Lower Saxony. There Is No Obligation To Purchase Goods From The State Of Lower Saxony. Bicycles Leased From The State Are Made Available For Use By Eligible Employees And Servants In Conjunction With Deferred Compensation. With Regard To The Employees And Servants Entitled To Call From The Leasing Framework Agreement, See Section 2.8. The Service Description - General Part (Part A) Attached To The Tender Documents. Further Details On The Type And Scope Of The Contract Can Be Found In The Service Description - Technical Part (Part B) Attached To The Tender Documents And The Contract Conditions Presented Under Point 2 Of The Service Description - General Part (Part A) Attached To The Tender Documents. Based On The Experience Of Other Federal States And Various Potential Providers, It Is Assumed That Around 15 Percent Of Employees And Servants Will Use The Leasing Offer. With Around 216,000 Active Employees And Servants, There Is An Estimated Number Of Around 32,400 Leased Bicycles That Could Be Obtained Via The Leasing Framework Agreement. Based On Average Leasing Costs Of Around 4,000 Euros Per Bicycle, The Expected Total Order Amount Is Around 108,900,000.00 Euros (Net). This Envisaged Order Volume Has Been Determined And Described By The Client As Precisely As Possible. A Final Determination Is Neither Possible Nor Necessary (Section 21 Paragraph 1 Sentence 2 Vgv). It Is A Prediction And An Indication For Preparing And Calculating Offers And Does Not Constitute An Obligation To Accept The Client Or Its Employees Or Limit The Offer. Deviating From This, A Maximum Quantity Of 64,800 Leased Bicycles Is Set For This Leasing Framework Agreement. This Corresponds To Use Of The Offer By Around 30 Percent Of Employees And Servants.
