The Service Provider Is Responsible For The Post-Completion Maintenance And Basic Repairs During The Service Period. The Responsibility Of The Service Provider Is Comprehensive Responsibility For Ensuring That The Subscriber Has The Agreed Facilities And Services At His Disposal During The Entire Service Period. The Procurement Is Carried Out Using A Competitive Negotiation Procedure. During The Negotiation Phase, The Bidders Develop Their Design Solutions, And In The Final Tender Documents It Is Decided Which Level Of Development Of The Design Solution The Bidders Commit To In Their Bids. The Development Phase Is Followed By The Construction Phase And, After Its Completion, The Service Period. The Goal Is That The Final Call For Tenders Will Be Published In August 2026. The Contracts For The Project Are To Be Signed In December 2026. The Target Schedule For The Construction Works Is That Operations At The Site Will Begin By August 2029. The Basis For Comparison Of The Overall Economic Value Of The Offer Is The Best Price-Quality Ratio, Where Price Is Weighted 50% And Quality 50%. Procurement Documents Are Drawn Up In Finnish.
