Expression of Interest for Consulting Services of the National Firm to Develop and Test New Digital Self-Assessment Tools The consulting services (the Services) is to develop and introduce new digital self-assessment tools that provide comprehensive career guidance, skills assessment, and tailored career advice for students and jobs seekers. The Consulting Firm will work closely with National Employment Agency (NEA) and other stakeholders to review existing tools, identify gaps, and design and roll out innovative solutions to enhance user experience and outcomes. For in depth understanding of the required services under this assignment, please referred to the ToR of this consultancy for your reference. The SBJ Project is now invites eligible National Consulting firm consultants to develop and test new digital self-assessment tools to improve career guidance and skills development for various stakeholders, including jobseekers, students, and workers looking to advance or change careers. The specific objectives of the consultancy are (i) Mapping and Gap Analysis for an Online Career Assessment Tool; (ii) Development of the Online Career Assessment Tool; (iii) Testing and Evaluation; (iv) Roll-out and Capacity Building. The shortlisting criteria are: Eligibility The consultancy firm should have minimum between 3 to 5 years of experience in developing digital tools related to career services, labor market systems, or education technology. Have successfully completed at least 4 similar assignments in the past 7 years (e.g., digital self-assessment tools, career guidance platforms, or LMIS tools) for public employment agencies, education ministries, or international organizations (experience working in projects financed by international organizations (WB, ADB, ILO is a plus). Proven capacity in systems integration, and digital learning technologies. Demonstrated in-house expertise in developing digital self-assessment and career guidance tools, including psychometrics, tool validation, user experience, and integration with labor market systems. Evidence of staff with experience in career counseling and training delivery should also be provided. Understanding the local labor market dynamics and the challenges facing job seekers, employers, and training providers in the region. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A consulting firm will be selected in accordance with the procedures of Consultants Qualification Selection (CQS) method set out in the World Banks Procurement Regulations.
