Tenders are invited for Recruitment of a Consultant for the Development of the 2026-2031 Strategic Plan for Cbm Togo - Benin Closing Date: 20 Mar 2026 Type: Consultancy CBM is an international organization committed to promoting the rights and inclusion of persons with disabilities, through interventions in Inclusive Health (IEH), Inclusive Community Development (CBID) and Inclusive Humanitarian Action (IHA), in accordance with the Convention on the Rights of Persons with Disabilities (CRPD), the 2030 Agenda and the principles of the Humanitarian-Development-Peace (HDP) nexus. In Togo, CBM implements its programs in partnership with national organizations, organizations of persons with disabilities (DPOs) and institutional actors, in a context characterized by structural challenges of inclusion, persistent socio-economic vulnerabilities and a changing institutional environment. As the previous Strategic Plan has expired, CBM Togo has developed a road map allowing it to guide its interventions, within a specific framework. For the coming years, it wishes to develop a new one covering the period 20262031, in order to: strategically reposition its action with regard to national priorities and CBMs orientations ; learn from past implementation not only of the strategic plan and roadmap; strengthen impact, sustainability, localization and programmatic quality. In this perspective, CBM Togo wishes to recruit a consultant or a team of consultants to provide technical and methodological support to the process of developing the CSP, in strict compliance with internal policies and guidelines, namely: the CBM Strategy 2030 and the Quality Framework Programme; CBM Quick Process Reference Guide (QPRG) for Country Planning; the formal structure of CBM CSPs and its guiding issues; the country planning and internal validation process CBM (3-Way Working Model). 2. Objectives of the consultancy mission i. Overall objective To support CBM Togo in the design, facilitation and structuring of the 2026-2030 Strategic Plan of high quality, realistic, aligned with CBM standards and appropriate to the Togolese context. ii. Specific objectives Provide structured methodological support to the CPMP development process. Conduct and/or consolidate the strategic analyses necessary for decision-making. Facilitate the internal strategic workshops of the CBM Togo country office. Support the drafting of the Strategic Plan in accordance with the CBM template and requirements. Ensure the integration of technical feedback from CBM initiatives and support teams. 3. Scope of the assignment and tasks of the consultant The consultants mission will be structured around the four formal phases of the CBM Strategic Plan process . Phase 1: Preparation of the process In-depth review of CBM and country strategic and reference documents. Support for the methodological framing, schedule and deliverables of the process. Phase 2: Situational and contextual analysis Realization and consolidation of the SWOT analysis of the country office. Mapping and analysis of potential partners (including DPOs) and donors. Contribution to the analysis of the country context, relevant sectoral policies and disability-related issues. Integration of safety, security and risk management dimensions. Stakeholder analyses. This will include a literature review, internal consultations with key contacts and, if necessary, the collection of primary data. Phase 3: Development of the Strategic Plan Design and facilitation of at least one internal strategy workshop with the country office team. Support for the definition of strategic priorities, programmatic axes and institutional modalities. Support for the development of the Theory of Change in the country. Drafting or co-authoring of the first version of the Strategic Plan. Support for the structured integration of CBM team feedback. Phase 4: Finalization and approval support Support in the preparation of the pre-final and final version of the Strategic Plan. Verification of strategic coherence, operational feasibility and budget alignment. Technical support to the country office during the internal review and approval process. 4. Strategic questions of analysis Strategic analysis must answer these main questions: 4.1. Key strategic priorities What are the 4-5 major strategic priorities that the country office is committed to implementing over the next five years, and how are these priorities relevant, prioritized and based on a clear theory of change linking strategic objectives to the desired impact? 4.2. Sectoral and Initiative-Specific Priorities In which sectors, themes and geographical areas does the country office intend to focus or develop its interventions, what intermediate results and sub-objectives does it wish to achieve, through which programmatic, partnership-based and methodological approaches, and according to which theory of change linking activities, results and strategic objectives, including Advocacy material? 4.3. Risks What are the main programmatic, contextual, institutional and financial risks that are likely to affect the implementation of the priorities of the Country Strategic Plan, what is their likelihood and potential impact, and what realistic mitigation strategies can be put in place to reduce them? 4.4. Sources of funding How will the strategic priorities of the Plan be funded from the current portfolio of donors, and what new sources or opportunities of funding can the CBM mobilize in order to ensure the coherence, viability and financial sustainability of the Strategic Plan? 4.5. New partners and other stakeholders What new strategic partners and stakeholders does the country office plan to engage to achieve the objectives of the CPS, for what specific axes or results, and how does the Strategic Plan align with the priorities of governments, international organizations and other key actors in the national and regional context? 5. Expected deliverables The consultant will produce the following deliverables: Detailed methodological note and timetable for the Strategic Plan process. Summary note of strategic analyses (SWOT, partners, donors, risks). Reports or support for strategic workshops facilitated. First version of the 20262030 Strategic Plan document. Pre-final version of the Strategic Plan incorporating internal CBM feedback. Final version of the Strategic Plan ready for submission to the approval process. 6. Work methodology The consultant will adopt an approach: Participatory, promoting ownership by the CBM Togo team; Results-oriented and strategic decision-making; Aligned with CBM standards, with no substitution for country office leadership; Sensitive to the principles of disability inclusion, gender, accountability and localization. The mission will combine desk review, targeted consultations, workshop facilitation and writing. 7. Profile and qualifications of the consultantRequired qualifications Minimum 10 years of experience in strategic planning for international NGOs . Proven experience in the development of national Strategic Plans or multi-annual strategies . Proven expertise in disability inclusion, inclusive development. Excellent knowledge of international strategic frameworks (SDGs, CRPD, HDP nexus, localization). Good knowledge of the development contexts in Togo and Benin Key skills Excellent strategic analysis and synthesis skills. Strong experience in facilitating strategic workshops. Ability to work with multicultural and multi-level teams (country, regional, headquarters). Excellent writing skills in French (English is an asset). 8. Duration and timetable of the mission The mission is estimated at 90 days, including the analysis, workshops and drafting phases, and is detailed as follows: Situational analysis: 6 weeks Development of the strategic plan: 6 weeks 9. Supervision and coordination arrangements The consultant will work under the direct supervision of the Country Director of CBM Togo. Close coordination will be ensured with the Programme Support Coordinator. Support and advice on CBMs intervention themes will be provided by the initiatives. The consultant will not have a decision-making role; the final validation of the Strategic Plan is the responsibility of CBM. How to apply 10.
