This Is Not A Pre-Announcement, A Procurement Notice Or A Request For Tenders, But An Announcement Of The Initiation Of A Market Dialogue As Part Of Procurement Planning And An Invitation To Participate In The Market Dialogue. The City Of Vantaa And Other Municipalities Are Jointly Planning A Tender For The Low-Carbon Assessment Tool For Regional Planning, So The Procurement Will Probably Be Carried Out As A Procurement Chain Of Several Procurement Units. Procurement Units Survey Suppliers Interest In Participating In The Market Dialogue For The Low-Carbon Assessment Tool For Station Planning. The Object Of The Procurement Is A Browser-Based Software Service For The Evaluation Of The Climate Effects Of Land Use Plans To Be Delivered Via A Data Network, With Which The Subscriber Can Evaluate And Compare The Climate Effects Of Land Use Plans At The Site Plan Level Based On The Carbon Footprint And Handprint Calculated By The Tool. The Scope Of The Acquisition Includes Implementation Projects Of The Low-Carbon Tool, User Rights, Support And Maintenance Services, Separately Ordered Complementary Expert Services And Additional Procurement Opportunities. The Goal Is To Implement A Solution That Is Suitable For The Context Of Land Use And Construction In Finland, As Well As For The Evaluation Of Land Use Plans At The Site Plan Level. The Solution Is Also Intended To Be Further Developed To Improve The Assessment Of The Climate Effects Of Urban Land Use Planning. The Production Use Of The Station Planning Low-Carbon Evaluation Tool Will Be Started In Accordance With The Municipality-Specific Schedules During Q2/2026-Q1/2027. The Solution To Be Procured Must Initially Include The Following Key Functionalities And Features: - The Solution Is Based On Maps And Geospatial Data. - The Evaluation Method Of The Solution Must Take Into Account The Entire Life Cycle Of The Land Use Plans To Be Evaluated, Including The Climate Effects Of The Project Before Use, During Use And After Use, As Well As Effects Outside The Life Cycle And Possible Climate Benefits. - The Solution Must Be Able To Utilize National And City-Specific Parameters And Data. - The Evaluation Method Must Take Into Account The Climate Effects Of Land Use Projects At The Site Plan Level Holistically, Also Taking Into Account Climate Effects Other Than Those Produced By Buildings, Such As E.G. The Climate Effects Of Traffic Or Energy Consumption. - The Solution Takes Into Account The Finnish Green Building Councils Definition Of A Carbon-Neutral Built-Up Area. Operators Participating In The Market Dialogue Are Asked To Register For The Market Dialogue And Provide Answers To The Preliminary Questions Presented In The Market Survey Notice By Friday 13 March 2026 At 12 Noon To The Address: [email protected].
