Tenders are invited for Engagement of Consultant for the Development of Gender-Responsive, Climate Change-Adaptiveand Participatory Monitoring & Evaluation (M&E) Framework for Cdp of Biu, Kwaya Kusar (Bothof Borno State) and Guyuk (Adamawa State) Date Added: February 26, 2026 Deadline: 06/03/2026 Category: Consultancy ENGAGEMENT OF CONSULTANT FOR THE DEVELOPMENT OF GENDER-RESPONSIVE, CLIMATE CHANGE-ADAPTIVEAND PARTICIPATORY MONITORING & EVALUATION (M&E) FRAMEWORK FOR CDP OF BIU, KWAYA KUSAR (BOTHOF BORNO STATE) AND GUYUK (ADAMAWA STATE) Objectives and Scope of the Assignment Facilitate Evidence-Based Decision-Making: The M&E framework will provide a structured approach to collecting, analyzing, and reporting data on the progress of activities. This data will serve as evidence to evaluate the impact of the project, measure socio-economic outcomes and identify areas for improvement. By facilitating evidence-based decision-making, the framework will support stakeholders in making informed choices to drive good governance. Enhance Inclusive Implementation: By creating a robust M&E framework with gender-sensitive indicators and a focus on inclusive participation, the project aims to empower both the stakeholders and community members to interface on governance will become mutual where both ends can collectively track progress The M&E framework or Management Information System (MIS) is expected to: Build a sustainable M&E system for all project activities, processes, outputs & outcomes measurement, targets, timelines and other variables of the CDP document and to be continued after the life of the plan. Provide guide on how to track CDP projects, services and activities implemented in each location. They will also be able to use the framework even after the project. Provide directions for basic data analysis, data storage protocols and other management processes (to be co-determined in agreement with the project team). Expected Deliverables The consultant will deliver the following outputs: A detailed, clear and non-ambiguous inception report detailing the method to be adopted in the development of the framework Clear map on how to conduct the needs assessment (for existing institutional process of monitoring and capacity of the staff in the roles before the new concept is deployed. A final framework for each of the three LGAs to monitor and track government expenditure as well as other investments in the public sector of each LGAs. The report of the whole activity will contain the following: A user-friendly M&E framework A tailored hands-on training for 30 LGA staff and other stakeholders in each location. Facilitate a validation workshop in each location to demonstrate ability-to-own the tool and willingness-to-use it A comprehensive report of the activity. Pictures of training activities from each of the three LGAs. Post delivery support where needed for the next three months (if requested) PowerPoint presentations used for the training workshops.
