Tenders are invited for Consultancy to Develop and Publish Three Feminist Policy Briefs on Gender-Based Violence (GBV). Location: Kigali Deadline: Friday, 06/03/2026 17:00 Background and Context Gender-Based Violence (GBV) remains a systemic violation of human rights and a structural barrier to gender equality. In alignment with national legal reforms and international commitments including the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the ILO Convention No. 190 on Violence and Harassment in the World of Work, and the International Labour Organization standards framework there is an urgent need to translate legal and policy frameworks into feminist, accessible, and actionable guidance. To strengthen advocacy, accountability, and implementation efforts, Afro Ark seeks to commission the qualified consultants (or consulting firms) to develop and publish three high-quality feminist policy briefs addressing: The GBV Law position paper Implementation of ILO Convention 190 on GBV in the Workplace Reintegration Guidelines for GBV Survivors The briefs will serve policymakers, civil society organizations, feminist movements, development partners, and relevant duty bearers. Objective of the Consultancy The overall objective of this consultancy is to develop, design, and support dissemination of three evidence-based, feminist policy briefs that: Provide critical gender analysis of existing legal and policy frameworks Identify gaps and implementation challenges Offer actionable and context-specific policy recommendations Strengthen feminist advocacy and accountability mechanisms Scope of work The consultants/firms will undertake the following tasks: Inception phase Conduct desk review of relevant laws, policies, international conventions, and national strategies Develop an inception report outlining methodology, structure, and work plan Identify key stakeholders for consultations Policy brief development The GBV Law position paper Provide feminist legal analysis of the law Examine compliance with CEDAW and regional frameworks Assess implementation mechanisms, budget allocations, and institutional mandates Identify gaps and risks Develop practical policy and programmatic recommendations Policy Brief 2: ILO Convention 190 on GBV in the Workplace Analyze national alignment with ILO Convention 190 standards Examine implications for employers, trade unions, and state actors Provide gender-transformative policy recommendations for workplace protection mechanisms Propose accountability and monitoring indicators Policy Brief 3: Reintegration Guidelines for GBV Survivors Review existing survivor reintegration frameworks (economic, psychosocial, legal, and social reintegration) Identify gaps in survivor-centered and trauma-informed approaches Develop feminist guidelines and minimum standards for reintegration Provide recommendations for cross-sectoral coordination Validation & Consultation Facilitate at least one validation workshop (virtual or in-person) Incorporate stakeholder feedback Design & Publication Develop concise, visually accessible policy briefs (812 pages each) Provide executive summaries (2 pages each) Support layout input and proofing for publication Deliver print-ready and digital versions Dissemination support Develop a short dissemination and advocacy strategy Prepare key messaging and talking points Methodology The consultancy should apply: Feminist and intersectional analysis Survivor-centered and rights-based approaches Participatory stakeholder engagement Evidence-based research and comparative analysis Tender Link : https://www.jobinrwanda.com/job/terms-reference-tor-consultancy-develop-and-publish-three-feminist-policy-briefs-gender-based
