Request For Requests Stara, The City Of Helsinkis Construction Services Company, Requests Your Offer For The Construction Contract For The Safety Artificial Grass At Leikkipuisto Viiri In Accordance With This Rfp And The Attached Rfp Documents. The Procurement Entity Is Stara. The Procurement Will Be Used By Staras Urban Infrastructure Construction Department. The Job Site Is Located In A Park Called Tilkanniitty In Haaga (29.) District. The Object Of The Procurement Is The Construction Of A Safety Artificial Turf At The Work Site In Accordance With This Request For Tenders And Its Attachments. The Procurement Will Be Carried Out As A Fixed-Price Total Price Contract And One Contractor Will Be Selected To Carry It Out. This Procurement Notice Has Been Sent For Publication On 27 February 2026 In The Hilma Public Procurement Notification Channel And Tender Service, Through Which The Tender Must Also Be Prepared And Submitted. In Plan Drawings. The Work Area Of The Contract Can Be Seen From The Plan Drawing No. Vio 6376/207. Contract-Time The Execution Date Of The Contract Is June 1. - 31.7.2026. Preparation Of The Offer The Tenderer Must Include In The Fixed Contract Sum He Offers All The Costs Of Acquiring, Working And Installing All Materials Necessary To Achieve The Agreed Work Result, As Well As All The Costs Of Labor And Equipment Related To The Installation Work. The Customer Will Do The Necessary Excavation And Filling Work In The Contract Area, As Well As The Raw Base Of The Installation Platform (-50 Mm Below, Measured From The Bottom Surface Of The Artificial Turf). For The Contractor Included Works: Safety Artificial Grass, So-Called Pile Carpet, According To Drawings Vio 6376/200 And 207. As Safety Artificial Turf, Piresma Childsplay Fluff Carpet Or Similar Is Used, According To The Manufacturers Instructions, Total Thickness 18 Mm. The Colors Of The Artificial Turf, See Vio 6376/207. The Contractor Applies 6–10 Mm Of Stone Ash With A Grain Size Of 50 Mm As The Pile Mat Installation Layer, So That The Substrate Is Permeable To Water. In The Steepest Parts Of The Hump, Stone Ash Is Replaced With Earth-Moist Concrete, According To The Manufacturers Instructions. The Floor Work Must Be Done With Particular Care, And No Humps Or Depressions Must Form In The Base Or Air Must Remain Under The Carpet. An Elastic Layer Is Installed Under The Pile Carpet According To The Fall Height Of Each Play Or Exercise Equipment. The Elastic Layer Is Recommended To Be Made Uniform With The Same Thickness For The Entire Area Of The Play Equipment, In Which Case The Thickness Is Determined By The Maximum Fall Height Of The Equipment In That Area. Elastic Layers Of Different Thickness Often Appear As Unevenness On The Finished Surface. If Elastic Layers Of Different Thicknesses Are Made, They Should Be Made In As Large Areas As Possible. The Thickness Of The Elastic Layer Varies Between Different Manufacturers, And Must Always Be Checked For Each Product. Regardless Of The Type/Model Of The Synthetic Fall Base Solution, The Theoretical Critical Fall Height Of The Fall Base Chosen For Installation Must Be At Least 20% More Than The Free Fall Height Of The Play Equipment In Question. Before Commissioning The Object, Hic Tests Are Performed As A Customer Purchase, The Results Of Which Must Meet The Requirements Of Standard En 1177, And The Required Limit Values. The Locations Of The Play Equipment And The Extent Of Their Safety Platforms Must Be Precisely Measured And Found To Be Sufficient After The Installation Of The Equipment Before Making The Final Surfaces. The Carpet Must Be Reserved For Min. 200 Mm Wider Area In All Directions For Installation And Fixing. The Artificial Grass Is Glued At The Edges To The Concrete Stone Below The Surface According To Pictures Vio 6376/207 And 210. The Direction Of The Carpet And The Points Of The Seams Are Planned Before Starting The Installation. Carpets Should Be Installed In A Uniform Area, Always In The Same Direction And In As Large Pieces As Possible, So That The Direction Of The Pile Is Uniform And No So-Called Patchwork Is Created. The Places Of The Seams Should Be Positioned In Such A Way That The Seam Does Not Reach The Point Of Worst Wear. On A Slope, The Seams Are Positioned Vertically Perpendicular To The Slope. After Installation, Dried And Sieved Quartz Sand 0.4–0.7 Mm, 8–10 Kg/M² Is Brushed Over The Safety Artificial Grass. The Finished Surface Of The Safety Artificial Grass Is On The Same Level Throughout The Entire Area, Regardless Of Whether There Is An Elastic Layer Under The Grass Mat Or Not, The Safety Areas (Elastic Layers) Must Not Be Visible On The Finished Surface. The Person Performing The Installation Must Have Experience With Similar Installations. Even Installation Is Checked During The Inspection. The Materials Of The Safety Platform Must Not Contain Harmful Substances Or Pah Compounds Above The Guideline Values. All Materials Procured By The Contractor Must Be Approved By The Customer. Bid Competition Bids Must Be Submitted According To The Request For Bids By The Deadline. Staras Procurement Unit Checks The Suitability Of The Bidders. The Procurement Competition Is Won By The Bidder Who Gave The Lowest Bid Price Among The Eligible Bidders. The Contract For The Implementation Of The Contract Is Made In Accordance With The Contract Contract Model Provided In Appendix 1. Invoicing The Work The Contract Amount Is Billed Based On The Schedule Of Payment Installments According To The Completion Of The Parts Of The Work. The Contractor Asks The Customer For Invoicing Permission For The Completed Sub-Area Before Sending The Invoice. The Customers Representatives Ensure The Quality Of The Work Performance Before Approving The Invoicing Of The Installment.
