Tenders are invited for Communication Strategy Expert. Deadline Sunday, 08. Mar 2026 DCAF Geneva Centre for Security Sector Governance is supporting a state institution in strengthening its institutional communication framework. This assignment builds on a prior internal scoping and consultation phase that identified key needs and strategic directions for institutional communication reform. We seek to recruit a Communication Strategy Expert to support the development of a comprehensive institutional communication strategy, an operational implementation plan, and targeted support during the initial phase of implementation, in close coordination with relevant institutional counterparts. Our objective is to support a state institution in developing and operationalising a comprehensive, coherent, and sustainable institutional communication strategy. The assignment will support the state institution to: Build on a previously conducted scoping and consultation phase. Reflect institutional priorities and reform recommendations. Strengthen narrative coherence, strategic identity, and public trust. Enhance crisis communication readiness. Integrate physical and digital communication governance. Be supported by a clear, prioritised, and realistic implementation roadmap. The specific objectives of the assignment are to: Develop a full Communication Strategy grounded invalidated priorities and institutional realities. Define a clear institutional narrative, strategic positioning, and communication identity. Establish a digital communication governance model linking internal coordination, digital platforms, media engagement, and crisis operations. Design a crisis communication framework with clear roles, workflows, and readiness mechanisms. Produce a phased implementation plan with prioritisation, risk assessment, and measurable KPIs Provide targeted support during the initial implementation phase, including guidance on campaigns, media engagement, and strategic messaging. Scope of work: DCAF aims to hire a Communication Expert who will carry out the following components of work: A. Strategy Development Building on the existing scoping report and consultations, the expert will: Review and validate key findings of the scoping phase with designated institutional counterparts. Translate priority recommendations into a coherent strategic framework. Develop an institutional Communication Strategy that includes: Strategic vision and objectives. Core institutional narrative and messaging framework. Strategic identity and toneofvoice guidelines (internal and external); Audience segmentation and engagement approaches. Media relations and partnerships framework. Gender, humanrights, and conflictsensitive communication principles. B. Internal Governance The expert will design a governance model that: Clarifies the roles and coordination mechanisms of existing communication functions and units, including those foreseen to be established or formalized; Links internal communication coordination with external communication channels, including digital platforms and tools; Defines communication-related approval processes, standard operating procedures, information flows, and decision-making processes during routine operations and crisis situations. Supports narrative coherence and institutional consistency across communication outputs. C. Crisis Communication Framework The assignment will include the development of a crisis communication framework covering: Crisis communication principles and objectives. Roles and responsibilities during emergencies. Communication coordination mechanisms between operational entities and designated communication focal points; Preparedness mechanisms (templates, message logic, escalation pathways); Guidance for simulations, drills, and postcrisis learning from a communication perspective. D. Implementation Plan and Roadmap The expert will develop a detailed implementation plan that: Translate the strategy into concrete actions. Includes short, medium, and longterm priorities. Integrates risk assessment and mitigation measures. Defines clear roles, timelines, and dependencies. Establishes KPIs, monitoring tools, and feedback mechanisms. E. Initial Implementation Support Beyond strategy and planning, the expert will provide handson support including: Advisory support for the design or refinement of priority communication campaigns. Guidance on media engagement, messaging, and spokesperson coordination. Support in overseeing early implementation. Targeted coaching or technical advice to staff, as needed. Methodology The expert is expected to apply a participatory and iterative methodology, including: Desk review of rrelevant institutional documents and existing analytical or scoping materials; Structured consultations with institutional leadership, relevant departments, and designated coordination counterparts; Iterative validation of strategic elements with institutional stakeholders. Close coordination with the DCAF project team. Timeline Total Estimated Level of Effort: 20 working days. Any contract is contingent upon the availability of funding. The consultant will: Report directly to the DCAF project team and designated institutional counterparts. Ensure regular coordination and validation meetings throughout the assignment. Requirements and qualifications of consultant Lebanese national Independent and non-partisan. Excellent level of written and spoken English and native Arabic. Demonstrated ability to build and nurture strong relations with stakeholders and media outlets. Proven writing, editing and language skills, and an ability to convey complex ideas in a concise, clear, direct, and lively style. Strong organizational and interpersonal skills, ability to meet deadlines and to manage multiple tasks effectively and efficiently, ability to take initiative and be innovative. The consultant should furthermore possess a proven combination of the following qualifications: Relevant university degree. Substantial insight in political communication, mass communication and social sciences. Deep knowledge in electronic media/ media planning & audience analysis. Relevant experience in delivery of consultancy assignments, with public administrations, UN agencies, INGOs, or other international actors. Previous experience in consultations in the field of media management, advanced media planning & audience analysis, advertising concepts, design &layout, data gathering and IMC & advertising campaign Experience in engaging with diverse security agencies, government officials, and civil society organizations. Ability to facilitate and guide meaningful and engaging discussions with tangible results and support drafting of reports and alike. Values: The ethical principles for the professional performance of the Mandatee shall be as follows: Anonymity and confidentiality: The Mandatee must guarantee anonymity and confidentiality for any persons providing information in the context of this assignment. Responsibility: Problems arising during the assignment shall be immediately communicated to DCAF. Independence: The Mandatee shall guarantee their independence from the activities implemented. The Mandatee will communicate all and any conflicts of interest to DCAF. Validation of information: The Mandatee shall be responsible for guaranteeing the veracity of information collected and presented in the outputs produced. Delivery of outputs: If delays in delivering the outputs occur or if DCAF deems the quality of work insufficient, DCAF may withhold the payment of instalments linked to these activities and outputs.
