Quotation are invited for External Audit Services - SRP2 Project. The Lee Experience wishes to engage a qualified and independent audit firm to audit the project financial statements for the period from June 2025 to May 2026, in accordance with the detailed Terms of Reference (TOR) attached as Annex A to this RFQ. Objective and Scope of Work The objective of the audit is to express an opinion on the Project Financial Statements (PFS) and to assess compliance with the terms and conditions of the Sub-Grant Agreement (SGA) with IRC. The scope of work includes, but is not limited to, auditing the PFS, reviewing internal controls, assessing compliance with procurement rules, verifying fixed assets, and following up on prior years recommendations. Please refer to Annex A for the complete scope and detailed procedures. Submission Requirements Interested firms must submit a technical and financial proposal comprising the following documents: A. Technical Proposal: 1. Company Profile: Including registration details and proof of membership with a national accounting body that is a member of IFAC. 2. Qualifications & Experience: Description of the firms experience in auditing major projects funded by international donors (e.g., IRC, World Bank) in Lebanon, specifically referencing similar assignments. Details of experience with major corporations or commercial banks are also required. (Minimum 10 years of relevant experience). 3. Proposed Team & Methodology: - CVs of key personnel proposed for the assignment, highlighting their qualifications (Certified Public Accountant/Chartered Accountant, CMA/CIA, ACC). - A clear audit methodology and work plan, demonstrating an understanding of the TOR, including the approach to sampling, risk assessment, and compliance testing as per Annexes 2a and 2b. 4. References: Contact details of at least three recent clients (preferably international NGOs or donor-funded projects) for whom similar services have been provided. B. Financial Proposal: 1. A detailed breakdown of all costs (in USD), including professional fees, administrative costs, and any other anticipated expenses. The financial proposal should be all-inclusive. 2. Proposed payment terms based on the schedule in the TOR (50% commencement, 50% upon completion) Eligibility and Qualifications To be considered eligible, the Auditor must meet the following minimum criteria: Be registered as a Certified Public Accountant (CPA) or Chartered Accountant (CA) with the appropriate professional body in Lebanon. Be a member of a national accounting body that is a member of the International Federation of Accountants (IFAC). Have at least one qualified staff member with a CMA or CIA certification for specialized financial and internal audit work. Have staff with ACCA qualifications. Demonstrate substantial experience (minimum 10 years) in auditing internationally funded projects. Evaluation and Award Criteria A contract will be awarded to the bidder whose proposal represents the best value for money, determined by evaluating both technical and financial aspects: 1- Technical Evaluation: 70% - Firms relevant experience and qualifications: 30% - Quality of methodology and work plan (understanding of TOR): 20% - Qualifications and experience of proposed team (CVs): 20% 2- Financial Evaluation: 30% - Competitiveness and completeness of the financial proposal: 30% Total: 100% Only bidders achieving a minimum technical score of 70% will have their financial proposals considered. Deliverables and Timeline The selected Auditor is expected to deliver: 1. Engagement Letter: Two weeks from the commencement of the assignment. 2. Draft Audit Report and Management Letter: By 15 June 2026. 3. Final Audit Report and Management Letter: By 30 June 2026. Confidentiality All information provided by The Lee Experience or IRC in connection with this RFQ is confidential. Bidders must treat the RFQ and all related documents as confidential and shall not disclose them to any third party without prior written consent. Right to Accept or Reject The Lee Experience reserves the right to accept or reject any proposal, cancel the bidding process, and reject all proposals at any time without incurring any liability to the affected bidder or bidders.
