General Procurement Notice for Market Sounding Event The proposed project aims to strengthen Jharkhands medical education and tertiary care ecosystem using an investment project loan modality. The project will be aligned with the following impact: to provide quality health care services to reduce diseases and mortality to all citizens of the state. The outcome will be access to resilient, inclusive, quality, and affordable tertiary health care and medical education in Jharkhand improved, with a focus on gender equality. The project will achieve the outcome through three outputs. Output 1: Quality of tertiary care and medical education enhanced with focus on affordability, resilience, inclusion, and gender responsiveness. The project will help the state transform the quality of tertiary health care delivery in selected tertiary care hospitals. Output one will include (i) establishing a state-ofthe-art medical education and teaching hub in the greenfield project RIMS-2 incorporating green, climate and disaster-resilient, and gender-responsive and socially inclusive (GRSI) designs; (ii) improving the state medical education curricula (by including the latest digital, gender mainstreaming, and climate change developments) and pedagogical practices under the guidance of the national and state commissions, (iii) strengthening monetary performance-based incentives to targeted hospital staff at RIMS-2 and other medical college hospitals from state and central governments health insurance payments to encourage them to provide timely quality services to poor patients covered by insurance schemes; and (iv) establishing a Womens Health Resource Centre at RIMS-2 to facilitate adolescent and sexual health awareness, health screening and insurance enrollment, and holistic support to survivors of gender-based violence (GBV). The increase in availability will also contribute to their participation in delivering health care in private facilities.
