Tenders are invited for National Expert for legal assistance for the marine management and DSIP This assignment aims to provide comprehensive legal expertise for the development of the Marine Strategy Framework Directive Specific Implementation Plan (DSIP) for Albania. The Legal Expert will analyze existing legal and regulatory frameworks for marine environmental management, identify gaps between Albanian legislation and EU MSFD requirements, and assess legal barriers to achieving sector objectives. The objective is to develop the legal and policy framework section of the DSIP, including recommendations for legislative amendments, regulatory instruments, enforcement mechanisms, and procedural requirements aligned with MSFD requirements and EU environmental acquis. The work will establish the legal and regulatory foundation for effective MSFD implementation in Albania by ensuring compliance with EU standards, harmonization of national legislation, and establishment of clear legal procedures for monitoring, compliance, and public participation.
