Background In 2021, A European Tender Was Completed For The First Time For Preferred Suppliers For The Supply Of Zero (0%) Emission (Collection) Vehicles To Various Midwaste Members. As A Result Of This Tender, Several Market Parties Have Been Contracted Via A So-Called Dynamic Framework Agreement (Dro). The Dro Makes It Possible For These Market Parties To Compete For An Order If Participating Midwaste Members Need A Zero (0%) Emission (Collection) Vehicle. This Is Done Through A Mini Competition. The Procedure Completed In 2021 Stipulates That New (Suitable) Market Parties May Join The Dro Once A Year. This Is From The Point Of View Of Openness, Transparency And Unhindered Market Forces. This New Public Procedure Will Be Completed For The Possible Entry Of New Suitable Market Parties. They Can Express Their Interest And Suitability By Submitting An Application To Participate In The Dro For This Tender. Note: Parties That Have Already Been Contracted For A Certain Category Do Not Need To Tender Again For This Tender. Parties That Have Been Contracted And Wish To Apply For A Different Category Must Register Again For This Tender. Purpose Of The Tender The Purpose Of The Tender Is To Conclude A Dynamic Framework Agreement (Dro) With One Or More Preferred Suppliers For An Indefinite Period (With A Mutual Notice Period Of One (1) Month). The Motivation For A Duration Of The Framework Agreement For Longer Than Four (4) Years Is That Competition Between Parties Is Not Hindered Because Periodic (At Least Once (1) Times A Year) Accession To The Dro Is Possible Through A Tender With A European Public Procedure. With The Mutual Notice Period, Contracted Parties Have The Option To Terminate The Contract Unilaterally. Dynamic Framework Agreement (Dro) A Dro Consists Of Two Steps. The Contracting Authority Will Assess These Requests For Participation And, If They Fully Meet The Stated Suitability Requirements/Criteria, Admit Them As A Preferred Supplier To The Dro.
