Expression of Interest for Provision of Logistics Support Services. INTRODUCTION NLNG is a leading energy company charged with the responsibility of harnessing and exporting Nigerias vast natural gas resources to improve lives sustainably. It operates a world-class production plant on Bonny Island, Rivers State, Nigeria consisting of six (6) natural gas liquefaction trains with a total capacity of twenty-two (22) million tons of Liquefied Natural Gas (LNG) and five (5) million tons of Natural Gas Liquids (NGL) per annum. The production plant is operated by a dedicated team of operators, specialists and service providers who ensure continuous production round the clock, supported by enabling activities at all company locations. To sustain production, it is necessary to provide safe, reliable, and efficient logistics services for transporting goods and personnel between locations, in alignment with NLNGs Safety Goal Zero aspiration. Support personnel are engaged by NLNG to oversee logistics services across all business areas. NLNG invites companies with relevant experience, as outlined below, to express interest in participating in the tender process for this service. 2.0 SCOPE OF WORK Contract work scope is based on skill type and competences required for each set of activities as follows: 1. Land Transport Support Services: Provision of Supervisory, Coordination and Assurance Services HSE & Pre-Mob Verifiers for land transport services across the locations Abuja, Bonny, Lagos and Port Harcourt. 2. Aviation Support Services: Aerodrome Operations Support, Aerodrome HSEQ/ Bird & Wildlife Management and Aerodrome Facility Management in Bonny including passenger, luggage and freight handling, aircraft marshalling/ loading/offloading, helicopter landing operations, emergency response, etc.; Aircraft Support Services, in Bonny, Port Harcourt, Lagos and Abuja including passenger, luggage and freight handling, aircraft and air transport facility operator liaison, emergency response, etc. 3. Passenger Boat and Jetty Operations Services: Includes passenger, and freight handling, loading/ offloading/ distribution of passenger luggage, lifeguard support services at NLNG jetties in Bonny and Port Harcourt. 4. Travel Services Desk: Provision of a one-stop-shop travel support services desk across NLNG locations and its subsidiaries with a dedicated support service desk for ad-hoc, group and 3rd party travel services, providing Level 1 support use of TBTs and hands-on training to drive increased user adoption. 5. Material Logistics Services: Provision of Material Logistics Services including dispatch of items from vendors/personnel, Container loading and off-loading, crane, lifting, barge and quayside operations, vehicle and equipment loading/unloading on barge, etc. 6. Fuel Operations Services: This includes the operation of Bulk Fuel Dump (BFD), the Industrial Area (IA) and Residential Area (RA) filling stations, receipt/ storage and issuance of fuel products (PMS and AGO) to customers, stock management, equipment etc. 3.0 MANDATORY REQUIREMENTS To qualify for consideration, interested companies are required to respond to this invitation by submitting the following information/documents for consideration. Failure to submit any of the underlisted documents may lead to disqualification. a. Confirmation of interest, on the companys letterhead, to participate in the EOI for provision of Logistics Support Services. b. Companys Certificate of Incorporation. c. Complete copy of Form CAC 7 (Particulars of Directors) and/or the most recent complete Status Report issued by the CAC (or its equivalent). d. Complete copy of Form CAC 2 (statement of Share Capital and Return of Allotment of Shares) and/or the most recent complete Status Report issued by the CAC (or its equivalent). Please note that where a shareholder is a corporate entity, the entitys most recent complete status report, down to the level identifying all ultimate beneficial owner(s) shall be mandatorily required. e. Complete copy of Memorandum and Article of Association. f. Tax Clearance Certificate for the last three (3) years (2022, 2023, 2024). g. Three (3) years financial accounts audited by a licensed accountancy firm which shall be a member of a recognised institute of accountancy. Most recent accounts should not have an end of year date more than 18 months before the time of EOI. h. Current/valid relevant Midstream and Downstream Oil and Gas Industry Service Permit (MDOGISP) issued by Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) for Protocol & Logistics (Protocol Services and/or Travel Services). i. Current/valid Recruiters Licence for the Oil and Gas Industry. j. Health Safety & Environment (HSE) Policy Statement and Management System. k. Quality Assurance/Quality Control (QA/QC) Policy Statement and Management System. l. A letter of reference/support from a bank or reputable financial institution. m. A detailed list of relevant experience with evidence to demonstrate capability and experience in undertaking the scope of the provision of logistics support services within the last five (5) years with evidence e.g., contracts, award letters, purchase orders, work completion certificates etc. Kindly indicate names and contact of clients, location, and cost or volume of services provided with evidence. n. Approved HR policy / manual. o. Industrial relations plan / policy and Community Relations plan/policy. p. Evidence of compliance with the Nigerian Social Insurance Trust Fund (NSITF) and Employee Compensation Acts (ECA). q. Evidence of category 1, 2, 3, 4, or 5 (NCEC) for Consultancy Services (CS).
