Expression of Interest for Expression of Interest are invited for Evaluation study of Tajikistan Housing Microfinance Project of International Finance Corporation ASSIGNMENT DESCRIPTION The purpose of this Assignment is to assess the benefits and development effects of the IFC HMF project that aims to increase access to finance of FIs borrowers and reduce the costs of improved housing and improved EE conditions due to NFS provided. The evaluation will be conducted by means surveying(1) projects partner financial institutions and (2) their clients. On the partner financial institution level, the survey will allow to understand the effects of the activities/services implemented at the partner FI, such as development of a new loan product (and associated policies and procedures) and improvement of sales(through training and coaching). On the client level, the survey will seek to understand the effect of the housing product on those clients who received a loan and NFS from projects partner FIs. More specifically, the objectives of the survey are to: ·Assess changes at the four partner FI level as a result of the projectintervention and the sustainability of the new product launched. Hypothesis: The project helped partner FIs to develop an HMF solution based on NFS that allowed them to expand their client base, improve customers experience and increase their customers loyalty via offering a sustainable competitive loan product and advice to generate cost savings. By financing EE home improvements, FIs also improve their image of greener more ecologically responsible -financial institution. In general, the implementation of the HMF product allowed them to be more competitive in the housing microcredit market by having a unique offer for underserved low-income clients willing to improve their housing conditions. Given the competitive edge the HMF product provides, partner FIs will continue delivering the product along with its green component after the IFC projects completion. ·Assess the effect of financing on borrowers who received a loanfrom partner FIs. Hypothesis: NFS in housing loans allowed beneficiaries to implement higherquality improvements, improve energy efficiency of houses and contribute tocost savings. Based on the hypotheses, the Consultant is expected to develop a clear theory of change associated with the project implementation in the market and measure the projects progress against it. The results of the study will inform IFCs management on i) the success of the intervention in terms of achieving the desired results at the level of projects partner FIs, ii) the qualitative characteristics of the beneficiaries reached and iii) how the product affected their construction projects. This information will be used for organizational learning and improving the design and implementation of future projects and programs. The study will also provide partner FIs with information and insights into the uptake and use of their housing products and the characteristics of their clients, which they could use to inform their decision making and improve their products, services, and processes. In addition, the study will help IFCs project team to better document and demonstrate the benefits of the intervention ELIGIBILITY Vendor firms can apply for this procurement SUBMISSION REQUIREMENTS The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).
