Burkina Faso has received an IDA grant E5840 from the International Development Association to finance the preparation of the Agricultural Transformation Support Project (PATA). It intends to use part of these funds to make authorized payments under the following contract: recruitment of a consultant/firm to conduct the Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) for the rehabilitation of 1,569 ha and the development of a 580 ha extension of the irrigated perimeter in Niena-Djonkele, Kénédougou Province, Guiriko Region. 9. The objective of the mission for the EIA is to measure the nature and level of potential environmental and social risks and impacts (physical, biological, socioeconomic, and cultural), including GBV, EAS, HS, and security risks, likely to be generated by the development works in the lowlands and market garden areas; to assess and propose measures to eliminate, mitigate, and compensate for negative impacts and enhance positive impacts; appropriate monitoring and surveillance indicators; and institutional arrangements to be put in place for the implementation of these measures. Furthermore, the mission must develop a Resettlement Action Plan (RAP), in accordance with national regulations and World Bank procedures, in particular those defined in Environmental and Social Standard No. 5 concerning land acquisition, restrictions on land use, and involuntary resettlement, as well as E&S Standard No. 10 relating to stakeholder engagement and information. 10. The PRECEL Coordinator invites interested candidates to express their interest in the aforementioned services by submitting all relevant information demonstrating their qualifications to perform the requested services. This information must specify the nature of previous work, the number of years of experience, and the firms references and qualifications. In this regard, the consultant must demonstrate nationally recognized expertise in conducting studies related to environmental and social safeguards and possess sufficient general experience in environmental and social assessment, preferably in the field of agropastoral development. Furthermore, the consultant must specialize in environmental and social studies, including studies related to economic and/or physical resettlement, as well as studies on the management of environmental and social risks associated with development projects, particularly those related to hydro-agricultural development. To this end, the candidate must demonstrate at least: (iv) Ten (10) years of experience in developing Environmental and Social Management Frameworks (ESMFs) and Environmental and Social Impact Assessments (ESIAs/ESIAs); (v) Ten (10) years of experience in developing Resettlement Policy Frameworks (RPFs) and Resettlement Action Plans (RAPs); (vi) Five (5) ESIA/ESIA/RAP development assignments for hydro-agricultural projects financed by the World Bank Group over the past five (5) years, between 2021 and 2025, demonstrating their proven ability to successfully complete the expected services. Furthermore, candidates must submit their applications with a maximum limit of twenty (20) pages, excluding annexes.
