Expression of Interest for Development of a Sub-Project Implementation Manual for the Benefit of the Project for the Development of Integrated Livestock Value Chains in Burkina Faso (PDCVIEBF). 1. The Government of Burkina Faso has obtained a loan from the Transition Support Facility (FAT) to finance the cost of the Project for the Development of Integrated Livestock Value Chains in Burkina Faso (PDCVIE-BF), and intends to use part of these funds to make payments under the contract for the development of a sub-project implementation manual. 2. The services provided under this contract include: - identifying and defining the types of sub-projects eligible for funding, specifying the eligibility criteria for beneficiaries, particularly those related to gender and vulnerable groups (IDPs, people with disabilities, etc.). - establishing selection procedures, funding and disbursement arrangements, as well as the nature and conditions for mobilizing beneficiary contributions according to sub-project categories. - identifying the stakeholders involved (beneficiaries, technical services, project management units, etc.), specifying their roles and responsibilities, and proposing the composition, roles, and operation of the committees (Project Steering Committee, Technical Advisory Committee, Project Coordination Committee). - compiling a list of similar sub-projects already funded, identifying funding institutions and business support providers, and proposing model agreements and memoranda of understanding for implementation. - Design operational tools for the selection, implementation, and monitoring of sub-projects, describe the cycle of each sub-project category, and define a specific monitoring and evaluation system. 3. The selected individual consultant must have the following profile: - Hold a Masters degree (or equivalent) in project management, rural development, economics, socio-economics, or any other equivalent qualification; - Have at least seven (7) years of general professional experience in rural development with a strong understanding of participatory financing mechanisms and the development of bankable business plans; - Have completed at least two (2) missions to develop manuals or sub-project implementation documents, including one mission funded by multilateral technical and financial partners; - Have a good understanding of AfDB policies and procedures; - Have a good understanding of the projects intervention area; - Have a good command of French. Interested consultants must provide information on their capacity and experience demonstrating their qualifications for the services (documentation, references for similar services, experience in comparable missions, etc.). 4. Expressions of interest must include the following documents: - A letter of interest addressed to the Director of Public Procurement at the Ministry of Agriculture, Water, Animal Resources and Fisheries (MAERAH); - An updated, dated, and signed curriculum vitae (CV), including at least three professional references, and detailing the Consultants academic background, experience, skills, and capabilities demonstrating their qualifications for the assignment; - References for assignments completed by the Consultants: assignments to develop communication plans for development projects and programs. Consultants must provide at least the following minimum information for each assignment: (i) the purpose and content of the assignment; (ii) the name, address, and contact information of the client; (iii) the name of the project and the donor; (iv) the country where the assignment was carried out; (v) the year of completion, including the start and end dates of the assignment; (vi) the contract amount and any other relevant information about the completed assignment; - Copies of diplomas, work certificates, and certificates of satisfactory performance for similar services/assignments, along with the cover and signature pages of executed contracts, attesting to the Consultants qualifications, experience, and skills for the assignment. 5. The eligibility criteria, shortlisting, and selection procedure will comply with the Procurement Framework for Operations Financed by the B Group African Development Bank, October 2015 edition, available on the Banks website at: http://www.afdb.org. 6. The selection will be conducted using the individual consultant selection method, specifically by comparing at least three (3) CVs based on a shortlist of qualified consultants established following the call for expressions of interest. The selection will be carried out in two (2) stages: - The stage of establishing a shortlist of at least three qualified candidates for the assignment, i.e., those meeting the minimum requirements for qualifications and experience as outlined in the terms of reference for the assignment; - The stage of evaluating and comparing the CVs of the shortlisted candidates to select the most qualified and suitable candidate for the assignment. The most qualified candidate for the assignment will be ranked first following the CV evaluation and will be invited to submit a financial proposal for contract negotiation.
