Quotation are invited for Provision of Services, Materials and Works Related to the Execution of Civil Works Component of the 2.5mw Obudu Mountain Resort Small Hydropower (SHP) Project. Date Added: February 18, 2026 Deadline: 06/03/2026 Category: Construction & Engineering INTRODUCTION 1.1 The Cross River State Government (CRSG), through the Cross River State Green Economy Commission (GEC), intends to develop a 2.5MW Small Hydropower Project at Obudu Mountain Resort as part of its commitment to sustainable and green energy development. 1.2 The Commission hereby invites submissions from reputable, experienced, and financially capable Hydropower/Civil Engineering Construction Firms and/or Consortia to pre-qualify for the Civil Works Component of this project. 1.3 This pre-qualification constitutes the first stage of a two-stage procurement process. Only firms that are successfully pre-qualified will be invited to submit detailed technical and financial bids for the Civil Works Contract. 2.0 PROJECT DESCRIPTION & CIVIL WORKS SCOPE 2.1 The Obudu 2.5MW SHP Project involves the construction of a run-of-river hydropower facility. The Civil Works scope under this RFQ includes, but is not limited to, the following: A. Dam and Intake Structures Construction of diversion weir/dam Intake gates and control structures, Trash rack and associated civil works B. Water Conveyance System Excavation and construction of headrace channels, Construction of forebay structure, Installation of Penstocks, Penstock anchor blocks and related support structures C. Powerhouse Complex Powerhouse foundation and superstructure, Tailrace channel construction D. Site Development & Ancillary Works Access roads and laydown areas, Construction camps and temporary facilities, Drainage systems and slope protection works E. Materials Management Procurement, delivery, and management of bulk civil construction materials including but not limited to aggregates, cement, reinforcement steel, and related materials in accordance with approved Bills of Quantities (BoQ) 3.0 REQUEST FOR QUALIFICATION (RFQ) 3.1 This RFQ seeks to identify and shortlist contractors with proven expertise in hydropower development. 3.2 The complete RFQ document, including detailed technical information and site data, is available on the official Cross River State e-Procurement Platform dppib-crsgov.org 3.3 Only firms shortlisted through this RFQ process will be invited to participate in the subsequent tender stage. 4.0 ELIGIBILITY CRITERIA & QUALIFICATION REQUIREMENTS Qualification will be based on the following criteria: 4.1 Pre-Eligibility (Mandatory Documentation) All submissions must include: i. Evidence of registration with the Cross River State e-Procurement Platform for Contractors, Consultants, and Service Providers (CCSPs) ii. Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) iii. Valid Tax Clearance Certificates for the last three (3) years iv. Company Audited Financial Statements for the last three (3) years v. Sworn Affidavit in compliance with State procurement regulations vi. For Consortia: Consortium Agreement and Power of Attorney authorizing the Lead Member 4.2 Technical & Experience Capability (a) Company Profile Detailed company profile including ownership structure, organizational capacity, and equipment holding. (b) Relevant Experience Successful completion of at least two (2) Hydropower civil works projects involving hydropower dams, hydropower civil infrastructure, and conveyance structures, or similar major water-retaining and conveyance structures, within the last ten (10) years. Each project must have a minimum contract value of 500 million. Submission of Letters of Award, Interim Payment Certificates, and Completion Certificates for referenced projects. (c) Key Personnel (Proposed for the Project) Project Manager Minimum 15 years experience, with at least 10 years in hydropower design and development. Site Agent / Construction Manager Minimum 10 years experience in hydropower development. Civil/Geotechnical Engineer Minimum 8 years experience in hydropower development. 4.3 Financial Capacity (a) Turnover Requirement Minimum average annual turnover of 2 Billion naira over the last three (3) years (b) Financial Resources Evidence of access to sufficient financial resources (e.g., bank statements, line of credit) to mobilize and execute the works (c) Equipment Holding List of major construction plant and equipment owned or available for deployment to the project 5.0 METHOD OF SUBMISSION 5.1 Applications must be submitted both ELECTRONICALLY and PHYSICALLY.
