Expression of Interest for Diagnostic of Land/Security Registration Systems and Pilot Advisory Support in West & Central Africa Efficient and transparent land and security registration systems are critical for private investment and credit market development across West and Central Africa. However, in many countries, land titling and mortgage registration remain slow, costly, and fragmented, creating significant barriers for IFC investment operations. Mortgage registration fees often range from 1.5%3% of loan value, involve lengthy multistep procedures, and are hindered by limited administrative capacity, weak legal frameworks, and low land title penetration. To address these barriers, IFCs Country Advisory & Economics (CAE) team is undergoing a diagnostic to assess the costs, procedures, and policy implications of security registration in key West & Central African markets. The focus is on identifying cost elements and regulatory bottlenecks affecting the use of land and real estate as collateral in IFC debt transactions. It aims to: · Strengthen market knowledge on land-based registration in WAEMU and/or selected countries where IFC has a strong investment pipeline. · Identify opportunities for policy reform to reduce transaction costs and streamline procedures, when possible, within WB operations, advocating for streamlining costs. · Design a pilot to test a pragmatic approach for security fee registration challenges with IFC clients that can be tested as part of IFCs advisory offer. It will do this by initiating a twopart effort inclusive of a diagnostic of land/security registration costs, procedures, and regulatory bottlenecks in: Benin, Cote dIvoire, Guinea and Senegal and subsequent pilot advisory support to design and test identified policy and procedural reforms aimed at simplifying and reducing registration costs and timelines. IFC now seeks to hire a consulting firm to assist with both componentsproviding analysis, facilitating stakeholder engagement, and helping develop practical reform strategies in partnership with IFC, the World Bank, and local land authorities. Objectives of the Assignment The objectives of this consultancy are to: 1. Conduct a comparative diagnostic of land titling and mortgage/security registration systems in four countries: Benin, Cote dIvoire, Guinea and Senegal. Produce a cost structure and process heatmap of registration procedures, fees, actors, and timelines. Assess the economic and investment impact of current registration systems on IFC clients, pipeline projects, and priority sectors. Support the design and implementation of a pilot IFC/WB advisory intervention in at least one country to reduce registration costs, streamline procedures, and strengthen the enabling environment for private investment.
