Article 15, First Paragraph, Of The Road Traffic Act 1994 Stipulates That A Traffic Decision Is Required For The Installation And Removal Of Certain Traffic Signs And Undersigns. The Second Paragraph Of This Article Indicates In Which Cases A Traffic Decision Is Required For The Installation Or Removal Of Physical Measures. Within The Municipality Of Rotterdam, The Mobility Department Head And The City Management Parking Facilities Manager Are Mandated To Carry Out This Legal Duty And Make Traffic Decisions. However, The Departments Lack The Necessary Capacity To Properly Implement The Traffic Decision Process.
