Request for proposals for External Audit Services Financial Year End 2025 We are operating Four projects with One OPS (Support Units) such as: 1. Transitional Care Project 2. Community Project 3. Trafficking Vulnerability Prevention Project 4. National Technical Support Project 5. OPS (Support Units) Scope of Work The selected audit firm will: Audit financial statements prepared under Cambodian Accounting Standards for Not-for-Profit Organizations. Verify expenditures against supporting documentation. Assess internal controls, procurement, and financial reporting systems. Review compliance with Cambodian NGO laws, tax obligations, and labor Law. Provide a Management Letter with findings and recommendations. Deliver a Final Audit Report by 25 June 2026. Timeline Please see the attachment below for more information. Deliverables Audited financial statements for FYE 2025 both in English and Khmer version. Send by email and 5 hard copies of each version. Audit opinion in accordance with Cambodian International Standards on Auditing (CISA). Management Letter with prioritized recommendations. Presentation of results to Ratanak International Cambodia management and Board. Payment Terms Payment will be made in three installments: 30% upon contract signing. 40% upon completion of fieldwork and draft report submission. 30% upon delivery of the final report. Payments are contingent on satisfactory completion of deliverables. Eligibility Audit firms must: Be licensed and registered with the Accounting and Auditing Regulator (ACAR) in Cambodia. Have at least 5 years of professional audit experience, including NGO and donor-funded projects. Demonstrate knowledge of Cambodian NGO laws, tax regulations, and donor compliance. Employ certified auditors (CPA/ACCA or equivalent). Provide references from similar NGO audits in Cambodia. Submission Requirements Interested firms should submit: Company profile and evidence of ACAR registration. List of relevant NGO audits conducted in Cambodia. CVs of key audit team members. Technical proposal outlining methodology and audit approach. Financial proposal with detailed fee structure. Proposals should be sent to email address provided in the contact details. Following our assessment process, only firms that meet the specified qualifications and are shortlisted will be contacted to proceed to the presentation phase.
