Expression of Interest for PEMEX Gas Processing Centers Flare Gas and Methane Emissions Diagnostic Study The World Bank Groups Global Flaring and Methane Reduction Partnership (GFMR) is supporting PEMEX, Mexicos state owned oil and gas company, in its efforts to reduce gas flaring and methane emissions. As part of this engagement, PEMEX and GFMR are seeking to develop a detailed understanding of gas flaring and venting emissions at PEMEXs Gas Processing Centers and the potential actions for emissions abatement at these facilities. PEMEX, through its Industrial Transformation subsidiary, Pemex Transformación Industrial (PTI), operates significant gas processing infrastructure in Mexico, including the Cactus Gas Processing Center and the Nuevo Pemex Gas Processing Center. These complexes include multiple process units connected to high and low pressure flare systems and incorporate a variety of potential methane venting sources, such as compressor seals, glycol and amine units, pneumatic devices, storage tanks, and controlled vent stacks. Reducing routine and non routine flaring and non fugitive venting is central to improving environmental performance, reducing greenhouse gas emissions, improving energy efficiency, and aligning with international best practices. The attached Terms of Reference defines a structured diagnostic study focused on flare and venting emissions. The objective is to quantify baseline flare and venting emissions, identify their root causes, prioritize abatement opportunities, and produce a practical and implementable set of actions and project opportunities to reduce greenhouse gas emissions.
