Expression of Interest for Codification of Rules and Procedures for The admission of New Member States and Associate Members The Consultant will develop a structured framework for assessing applications for Full and Associate Membership of the Community and produce a well-researched paper for presentation to the Twentyninth Regular Meeting of the COFCOR, scheduled for 21-22 May 2026. The paper will articulate specific criteria for evaluating prospective members and outline the respective procedural steps for the consistent and efficient assessment and management of candidacies for Full and for Associate Membership, including mechanisms for ensuring that the values of candidate territories and countries align with those of the Community. The output will demonstrate academic and legal rigour and a reflection of stakeholder perspectives, while ensuring alignment with COFCORs mandate and the Secretariats guidance.
