Duty Station: Home-based, with meetings with the UNDP NDC project manager. Duration: 27 working days spread over a period of 4 months from the contract signature date. BACKGROUND UNDP has been supporting the Lebanese government on climate change policy since 1997 through the design and implementation of various projects, including the preparation of Lebanons Nationally Determined Contribution (NDC) to the Paris Agreement, which was ratified by the Parliament in 2019, its First Biennial Transparency Report (BTR1), submitted in 2024; and its first National Adaptation Plan (NAP), submitted in 2025. These efforts have laid the groundwork for a more coordinated and institutionalized approach to climate governance. As Lebanon submitted its NDC 3.0, it recognizes the importance of enshrining climate governance, planning, and accountability into national laws and legislations. In addition to the development of a dedicated Climate Change (CC) Law under the project, additional legal work is required to support the integration of climate change into specific sectoral policies and legislations to accelerate the NDC implementation and strengthen institutional arrangements. This consultancy will support the drafting of all legal texts related to the new organigramme of the Ministry of Environment, including the Directorate General of Climate Change. The consultant will also assist in drafting and updating legislation necessary for the full and effective implementation of the NDC 3.0 in line with the current national priorities. 3. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK The tasks mentioned below shall be performed in close cooperation with the UNDP NDC 3.0 Project Manager. All tasks should be accompanied by close follow-up and consultations with the relevant legal entities in Lebanon to ensure the adoption of the proposed legal texts. Task 1: Draft legal and regulatory text for the restructuring of the Ministry of Environment Validate the new organigramme of the Ministry of Environment, including the Directorate General of Climate Change. Amend the law establishing the Ministry of Environment and related decrees in accordance with the updated organizational structure. Task 2: Draft and update legislation related to solid waste management Amend and update the Solid Waste Management Law No. 80/2018 as per the Ministry of Environment input. Draft the implementation decree of the law amending Article 28 of the Solid Waste Management law. Task 3: Draft legal and regulatory texts related to land management and protected areas Draft the legal framework for regulating the quarry sector. Amend Decree No. 6569/2020, which defines the implementation modalities of Article 61 of the 2019 Budget Law. Review and amend the draft decree and four legal texts related to revising the boundaries of protected areas, in line with the Ministry of Environments comments. 4. INSTITUTIONAL ARRANGEMENTS The Consultant will be accountable to UNDPs NDC project manager for all matters relating to the preparation of the deliverables, as well as abiding by the deadlines set. During this process, the Consultant will brief UNDPs BTR project manager about the progress at least every two weeks. The supervision will include approval/acceptance of the outputs as identified in the previous section. In the event of delay, the Consultant will inform UNDP promptly so that decisions and remedial action may be taken accordingly. Should the UNDP Country Office deem it necessary, it reserves the right to commission additional inputs, reviews, or revisions (including omissions), as needed to ensure the quality and relevance of the final Report. Any public speaking (including social media usage) about the activity (whether with the target groups or indirect) should be coordinated with UNDP. 5. DURATION OF WORK The assigned duration for this consultancy is 27 working days spread over a period of 4 months from the contract signature date. Contract Duration: The overall duration of the assignment shall not exceed two (4) months. Any extension of the assignment period shall be formalized through a written amendment, should such an extension be justified and deemed necessary. Working Days: The Consultant is expected to work a maximum of 27 working days throughout the four months 6. DUTY STATION The consultants work will be home-based, with meetings with the UNDP NDC project manager. 7. STANDARD MINIMUM QUALIFICATIONS Education · Minimum of a masters degree in public law, Administrative Law, Public Finances, or a related field. A PhD is a plus. · At least 10 years of professional consultancy experience in public administration reforms, public sector governance, or related fields. Language: Fluent in English and Arabic (both oral and written). The Personnel will be covered with Health insurance and Personal accident insurance; the fees shall be deducted from personnels monthly payment.
