The Goal Of The Procurement Is To Provide The City Of Heinola With A Customer And Operational Management System That Serves Early Childhood Education Services Efficiently And Versatile, And Is Economically Advantageous. The Acquired System Must Comply With The Legislation And Regulations Governing Early Childhood Education And The Regulations Of The Board Of Education And Make It Possible To Provide Early Childhood Education Services In Accordance With The Early Childhood Education Plans Of The Board Of Education And The City Of Heinola. The Following Figures Can Be Used As A Basis For The Monthly Pricing Of System Maintenance And Support. The Figures Are From November 2025.• The Number Of Kindergarten Units Of The Municipalitys Own Service Production 6.• The Number Of Personnel Of The Municipalitys Own Service Production 133 (Including Supervisors), Of Which 6 Are Family Day Care Workers• The Number Of Children Of The Municipalitys Own Service Production 446, Of Which 98 Children Are In Pre-School Education And 23 Children In Family Day Care• The City Of Heinola Does Not Currently Have A Service That Can Be Produced With A Service Voucher. Support Service And Development Work, Integrations, Conversions, Training And System Maintenance Of External Entities Or Systems Required And Enabled By Law At The Time Of Implementation. With The Help Of The System, It Should Be Possible To Plan, Monitor, Guide And Evaluate The Operation Of Early Childhood Education Efficiently, Economically And Easily. The Acquired System Must Cover The Most Important Processes Of Early Childhood Education Completely Electronically:• Applications And Decisions• Child Care Time Reservations And Their Implementation• Family Daycare Shift Planning And Implementation• Reports And Statistics Supporting The Planning And Evaluation Of Activities• Management And Maintenance Of Documents Related To Child Care And Its Planning• Early Childhood Education And Preschool Pedagogical Document Management • Basics Of The Preschool Curriculum • Communication Between Early Childhood Education And Guardians Applications Are Made Through An Open Procurement Procedure A Supplier With Overall Responsibility To Deliver The Overall Solution In Accordance With The Requirements And Schedule Presented In The Tender Request And Its Appendices, So That The Solution Is In Production Use From The Beginning Of August 2027. If Necessary, The Schedule Can Be Specified Or Changed By Mutual Agreement Of The Parties. The Request For Tender Also Includes A Migration From The Current Edlevo System Used By Heinola To The New System. As Part Of The Implementation Plan, The Customer And The System Supplier Jointly Determine Which Data From The Existing System Will Be Transferred To The New System. The Subscriber Agrees With The Current System Suppliers About The Transfer Of Data And The Schedule. The Customer And The Information System Suppliers Jointly Agree On The Technical Details And The Schedule. The Subscriber Reserves The Right Not To Transfer Data From The Old System To The New One.
