Procurement Description: The Project Explores Concrete Action Recommendations And Possible Policy Measures To Promote The Growth Of Large Companies And Catalyze Growth In The Startup Field. The Project Explores What The Large Companies Themselves Consider As Solutions In Promoting Growth And Active Ownership In Order To Solve The Challenges Identified In Studies And Reports (Appendix). The Purpose Is To Engage Large Companies And Identify Key Measures And Then Identify What Is Required To Implement The Measures, E.G. The Responsible Party And Describe The Effects On Growth Achieved By The Measures. The Effects Of The Proposed Measures And Policy Actions As A Result Of The Survey Should Be Value-Added. The Results Of The Project Will Be Used In The Preparations For The Next Government Program Period. The Measures Can Be Horizontal, Covering E.G. Business And Innovation Policy (Focus), Fiscal, Ownership Policy, Business Finance, Trade Policy, Labor Policy, Education Policy Means. The Final Product Should Contain As Concrete As Possible Measures To Solve The Challenges. The Survey Is Qualitative And Is Carried Out In Cooperation With Large Companies And Stakeholders, Also Involving Tem Operators (Business Finland, Vtt, Tesi) And E.G. The Ministry Of Finance/Tax Department. In Addition, The Survey Examines The Role Of Spin-Offs Of Large Companies And Corporate Venturing In Strengthening The Startup Ecosystem In Finland, Including Taxation. The Project Explores How Cvc Activities Could Be Utilized And Accelerated More Strongly In Finland. The Project Also Examines What Kind Of Investments Finnish Large Companies Make In Corporate Venturing And What Kind Of Incentives Could Be Created To Strengthen It. The Project Also Includes An International Review Of Good Spinoff Models (E.G. The United States, Singapore And Germany). Policy Recommendations And Development Proposals Are Expected From The Report To Increase And Speed Up The Investments Made By Large Companies In Startups And Growth Companies, For Example Through Financing, Taxation, Incentive Models Or Regulation.
