Descriptionbackground Randaberg Municipality Needs A Professional And Predictable Supplier Who Can Ensure Stable Access To Qualified Temporary Cleaning Workers And Extraordinary Cleaning Services When Needed. The Procurement Is Carried Out Because The Existing Agreement Expires On 31/05/2026, And A New Framework Agreement Must Be Operational From 01/06/2026. The Municipalitys Buildings And Properties Include, Among Other Things, Schools, Kindergartens, Offices, Healthcare Buildings And Cultural Buildings. In Order To Maintain A High And Stable Level Of Cleanliness, And Thus Safeguard Health, Safety And Well-Being, The Municipality Needs Flexible Capacity That Can Cover Planned And Emergency Situations. The Need Arises In Particular During Seasonal Variations, Periods With An Increased Risk Of Infection, Sickness Absence And Other Extraordinary Conditions. The Framework Agreement Is A Supplement To The Municipalitys Ordinary Cleaning Organisation, And Does Not Involve Tendering The Municipalitys Fixed Cleaning Services. Description Of The Assignment The Procurement Concerns A Framework Agreement With One Supplier For On-Call Delivery Of Temporary Cleaning Workers And Extraordinary Cleaning In Randaberg Municipalitys Buildings. The Supplier Must Be Able To Deliver Services Both For Planned Needs And For Urgent Incidents, So That The Municipalitys Operations And Hygiene Standards Can Be Maintained Throughout The Year. The Framework Agreement Includes, Among Other Things, The Hiring Of Temporary Cleaners For Daily Cleaning, As Well As Extraordinary Assignments Which May Include Contamination Washing, Sanitisation, Eradication And Emptying Of Apartments In Drug-Related Situations. If Necessary, Assignments Can Also Include Handling And Removal Of Waste To Ivar, As Well As Cleaning In Connection With Cultural Events, Including Work In The Evening, Night And Weekend. Window Washing, Both Inside And Outside, Is Not Covered By The Framework Agreement. For Ordinary Temporary Assignments, The Suppliers Employees Must Use The Clients Equipment, Supplies And Chemicals. The Supplier Must Not Bring Its Own Equipment For Such Calls. For Extraordinary Assignments, The Supplier Must Provide The Necessary Equipment, Machines, Protective Equipment And Chemicals, Including Scrubbing Machines, Steam Machines, Water Suction Machines And Other Special Equipment. The Equipment Must Be Available So That The Supplier Can Deliver Services Within The Response Times That Follow From The Requirements Specification. Cleaners Who Are To Carry Out Work In Schools Or Nurseries During Periods Where Children Or Pupils May Be Present Must Present A Valid Police Certificate (Child Care Certificate) In Accordance With The Kindergarten Act § 30 And The Education Act § 17‑11, Cf. Regulations To The Education Act Chapter 15 And The Police Register Act § 39. The Police Certificate Can Be One Combined Certificate That Covers Work In Both School And Kindergarten. The Requirement Does Not Apply To Cleaning Carried Out After Closing Time When Children Or Pupils Are Not Present. The Scope Of The Agreement Is Estimated At Approx. Nok 1,000,000 Ex. Vat Per Year, And A Total Estimated Value Of Approx. Nok 4,000,000 Ex. Vat During The Contract Period Including Options. The Estimates Are Not Binding, And The Client Does Not Undertake To Quote A Specific Volume Or A Specific Contract Value. In Terms Of Experience, The Need Can Vary Significantly, And There Can Be Anything From No Calls To Several Calls Per Day In Periods Of Increased Need. Vat, Corresponding To The Estimated Value With A 20% Addition To Deal With Unforeseen Needs. When The Agreement Reaches This Maximum Frame, No Further Calls Can Be Made Under The Framework Agreement. The Framework Agreement Has A Duration Of 2 Years From 01.06.2026 To 31.05.2028, With An Option For The Client To Extend The Agreement By 1 Year + 1 Year On Unchanged Terms.
