The Subject Of This Public Procurement Is: Supply Of Asphalt Mixtures For The Needs Of The Op Improvement And Prevention To The Municipality Of Rakovski 2026-2028. Technical Part: 1. Normative And Technical Requirements Regarding The Manufactured And Supplied Asphalt Mixture: 1.1 The Asphalt Base, In Which The Asphalt Mixtures Are Produced, Must Be Certified According To The Requirements Of Ordinance No. Rd-02-20-1/05.02.2015 On The Conditions And Procedures For Placing Construction Products In The Constructions Of The Republic Of Bulgaria And Regulation (Ec) No. 305/2011 Of The European Parliament And Of The Council Of March 9, 2011 To Determine The Harmonized Conditions For The Market Offer Of Construction Products And To Repeal Council Directive 89/106/Eec. To Have A Valid Certificate For Production Control Of Asphalt Mixtures According To The Scope Of The Order. 1.2 The Produced Asphalt Mixtures Must Comply With Harmonized European Standards And Current Technical Specifications, Namely: Bds En 13108-1:2016 – Asphalt Mixtures. Requirements For Materials. Part 1: Asphalt Concrete And The Requirements Of The Road Infrastructure Agency Technical Specification 2025. 1.3 Asphalt Mixtures Must Have Current At The Time Of Submission (Year 2025-2026) Approved And Agreed Recipes For Production With The Institute Of Roads And Bridges At The Road Infrastructure Agency - Sofia. 1.4 Each Delivery Must Be Accompanied By A Declaration Of Operational Performance And A Shipping Note. In Their Technical Proposals, The Participants Should Present Evidence Of The Presence Of The Above Circumstances: Certificate For Production Control Of Asphalt Mixtures; Recipes For The Production Of The Mixtures; Declarations For Expl. Indicators. 2 Additional Requirements For The Participants: 2.1 The Temperature Of The Delivered Asphalt Mixtures: From 1500 To 1700 C. 2.2 The Participant Must Have The Asphalt Base, And The Delivered Asphalt Mixture Must Not Have A Temperature Lower Than 1500 C. 2.3 The Asphalt Base Must Have The Necessary Capacity For Rhythmic Supply Of Asphalt Mixtures And Work All Year Round. 2.4 The Reaction Time For The Delivery Of The Asphalt Mixtures Should Be Within 24 (Twenty-Four) Hours After Submitting A Request With The Required Quantity (When The Performance Is In Person/Working Day). 2.5 The Bidder Must Have An Accredited Construction Laboratory, Its Own Or Rented, For The Entire Period Of The Supply Contract. The Ownership Of The Asphalt Base/Construction Laboratory Is Proved By A Certificate Of Commissioning And A Document Of Ownership, And In Case The Participant Does Not Have His Own Base/Laboratory, He Must Present A Lease Or Right Of Use For The Entire Term Of The Contract. 2.6 Given The Town Planning Features Of The Territory Of The Municipality Of Rakovski, Expressed In The Presence Of Numerous Narrow Street Spaces Subject To Asphalting, High Curbs And Sharp Bends Near Family Buildings, Due To Which Difficulties Arise In Pushing Heavy Loads
