Tenders are invited for Multilingual Digital Toolkit Platform Development. Background YMCA Finland, in partnership with YMCA Lebanon, YMCA Thessaloniki, and YMCA Romania, is implementing the Erasmus+ funded Building Bridges for Inclusion project (KA220-YOU). This project aims to enhance inclusive youth work across Europe and beyond by exchanging best practices and co-creating a digital toolkit of methods and activities to support vulnerable youth (including refugees). A key project outcome is an interactive multilingual digital platform that will host this toolkit and related training resources for youth workers and volunteers. YMCA Lebanon has been entrusted to lead the development of this platform (in collaboration with consortium partners), and now seeks a qualified vendor to design, develop, and deliver a fit-for-purpose solution. Objective of the Platform The objective is to create an accessible, user-friendly digital platform that allows structured access to the co-created toolkit content. The platform will serve as a central resource library where youth practitioners can easily find and utilize project outputs, including best practice guides, workshop methodologies, videos, and intercultural learning materials, in multiple languages. In the long term, this platform should be expandable into a broader digital library and modular training hub for youth work resources, ensuring the projects impact and materials remain available and up-to-date beyond the projects life. It is not intended to be a full Learning Management System (LMS) with complex course tracking, but rather a streamlined repository and learning toolkit with interactive elements as needed. Scope of Work The selected vendor will be responsible for the end-to-end delivery of the digital platform, including: Architecture and Design: Propose a suitable architecture and design the platforms user interface for intuitive navigation. This includes a clear content taxonomy for toolkits/training materials, a multilingual structure, and responsive design for various devices. Visual design should align with the projects branding and youth-friendly approach. Development and Implementation: Develop or configure the platform according to the agreed design and functional requirements. All necessary features (content upload modules, multilingual support, search functionality, and other requirements within the platform) must be implemented and tested. Development may involve customizing an open-source Content Management System (CMS) or similar framework, or building lightweight custom components as needed. Content Integration: Work with the YMCA project team to integrate and organize the toolkit content. This includes setting up sections for PDFs, images, videos, animations, and other digital content as provided by the partners. The vendor will ensure that content is presented in structured, easy-to-access formats, categorized by theme, tagged by keywords, and available in relevant languages. Multi-Language Implementation: Configure the platform to support at least four languages: Finnish, Greek, Arabic and Romanian, with the possibility to add more languages in the future. The same content will be available in multiple languages, so the site should allow users to toggle languages or auto-direct to their language if available. The vendor should set up a robust multilingual plugin or mechanism (including handling of text direction for Arabic) such that adding translations is straightforward. English may be used as the base language for development, but the platform must launch with the four target languages fully operational. (PS: The partners consortium will provide finalized and validated content per language. The vendor ensures correct technical implementation and presentation) Testing and Quality Assurance: Conduct thorough testing, including functionality testing, compatibility testing (across common browsers and devices), and usability testing with sample users if possible. The platform must be user-friendly, interactive, and effective, as emphasized in the project design. Address any issues (bugs, design flaws, translation layout problems and any other technical issues) identified during testing in a timely manner. Deployment: Launch the platform on a secure hosting environment (to be provided or approved by YMCA Lebanon who will be responsible of coordinating the platform development). Ensure all technical infrastructure is set up for reliable access by the target audience. Deployment includes configuring the production hosting, database (if applicable), file storage, domain setup, and SSL encryption (HTTPS) for secure access. Training and Handover: Provide an administrative training session to YMCA staff and designated project partners on how to use and maintain the platform. Supply concise user guides or admin manuals for future reference. All source code, design assets, and configurations must be documented and handed over to the contracting authority at the close of the project. Support and Maintenance: Provide warranty support for a minimum of 6 months post-launch. This includes fixing any bugs or errors that become apparent, and providing technical support to ensure the platform runs smoothly through the projects final reporting period. Basic maintenance tasks during this period (security patches or minor updates) should be included. The proposal may also include optional pricing for extended maintenance or hosting beyond the warranty period, but the core requirement is to cover at least the project duration. Throughout execution of the assignment, the vendor will work closely with YMCA Lebanons project team (and other partners as needed) in an iterative, collaborative process. Regular check-in meetings or progress updates will be expected, and the vendor should remain flexible to incorporate feedback, especially on design and usability aspects.
