Request for proposals for Global Media Monitoring & Intelligence Platform for the World Resources Institute (WRI) Provide a Comprehensive, User-Friendly, and Globally Robust Media Monitoring and Intelligence Platform for the Next Contract Period Beginning July 2026 This procurement falls under WRIs Global Core Communications function and supports communication teams across all WRI programs and country offices globally. The primary vendor contacts are based in Europe (the Netherlands). The objective of this initiative is to strengthen WRIs ability to: Track and analyze global media coverage related to WRIs work Support proactive media outreach and journalist relationship management, including building and maintaining press lists Measure the impact of media and communications campaigns, report launches and spokesperson engagement Benchmark WRIs external visibility against peer institutions and partners Provide real-time intelligence to inform communications strategy and decision-making While global coverage is required, the following markets are of particular importance: North America: United States, Canada Europe: United Kingdom, Netherlands, Belgium, Germany, France, Spain, Denmark, Sweden, Norway Latin America: Mexico, Colombia, Brazil, Bolivia Africa: Kenya, Ethiopia, the Democratic Republic of the Congo Asia: India, Indonesia, China SCOPE OF WORK AND OUTPUTS/DELIVERABLES WRI seeks a vendor to provide and implement a comprehensive global media monitoring and intelligence platform, including configuration, onboarding, training and ongoing support. 1. Practical Requirements A. Platform Architecture & User Management The platform must support an institutional, multi-team operating model: Dedicated workspaces for WRI programs, country offices and the global team with configurable role-based user permissions Ability to manage shared and restricted assets (searches, media lists, dashboards) across teams Scalable user management suitable for a minimum of 30 users B. Media Monitoring The platform should provide: Monitoring of online media across all WRI priority markets (mandatory) Coverage of paywalled content and monitoring in print, broadcast and podcast media (preferred and cost-dependent) Customizable keyword-based and Boolean search capability Real-time or near real-time alerts Spokesperson and priority-topic tracking Duplicate and syndicated content identification Archive access (minimum five years preferred) C. Journalist & Outlet Database A regularly updated global journalist database, with strong coverage in priority markets Ability to filter by geography, outlet, beat, and language Ability to build, manage and export (e.g., CSV/Excel) custom media lists Ability for WRI users to add or edit contacts Duplicate detection and prevention D. Multilingual & International Coverage Monitoring of non-English content Translation functionality sufficient to allow WRI staff to understand and analyze coverage E. Analytics & Reporting Customizable media analytics dashboards Metrics including coverage volume, estimated reach, geographic distribution, spokesperson breakdown and benchmarking against peer organizations Exportable reporting formats (Excel, PDF, PPTX, CSV preferred) Automated report scheduling Data visualization tools (charts, graphs, maps) AI-driven insights and interpretation of performance metrics E. Outreach & Engagement Tools Personalized email pitching functionality Tracking of outreach metrics (opens, clicks, replies) Shared contact lists and collaborative team access Role-based user permissions 2. Service & Support The selected vendor must provide: A detailed migration and onboarding plan, including dedicated onboarding support Training for global, program and country teams, along with user guidance and onboarding materials Ongoing technical support and platform maintenance and regular product enhancements and feature updates Continious updating and verification of the journalist and media database A designated account manager TIMING WRI anticipates the following procurement and implementation timeline: Supplier RSVP Deadline: 20 February 2026, 5 PM ET. Proposal submission deadline: 27 February 2026, 6 PM ET. Full transition complete: No later than 30 June 2026. Contract end date: June 30, 2027, with a possible extension to June 30, 2029, under this RFP BUDGET WRI intends to award a Fixed price contract, with a preferred term of one or two years. Vendors must provide: A total fixed annual cost Clear pricing structure (e.g., per user, tiered, feature-based, add-ons) Identification and separate pricing for any optional or add-on services All expenses necessary for the performance of the platform (including licensing, implementation, onboarding, support, and any other associated costs) are the sole responsibility of the vendor and must be included in the proposed budget.
