Tenders are invited for Consultant for Public Administrations Capacity Assessment. Application deadline: February 22, 2026 About NAHNOO NAHNOO is a registered Lebanese Non-Governmental & Non-Profit Organization. NAHNOO has been working since 2009 as a research, capacity-building and advocacy platform for participatory policymaking, towards an inclusive society in Lebanon. The NGO rallies volunteers across Lebanon and through multidisciplinary and participatory research, capacity-building workshops, and grassroots activities, we provide a platform for youth and professionals to lead the planning and implementation of advocacy campaigns and gain the skills needed to impact policy-making at the local and national levels. Further info: www.nahnoo.org + Facebook NAHNOO Objective/purpose of consultancy: NAHNOO seeks a professional to: Assess the capacity building needs of up to 30 selected municipalities (between 20 and 30) from all Lebanese governorates Conduct and analyze the capacity building needs assessment of 4 key oversight bodies: - Court of Audit - Public Procurement Authority, - National Anti-Corruption Commission, - Central Inspection The guiding line of this work follows the theme of the project: Reinforcing and promoting transparency, accountability and efficiency in Lebanons public administrations (see below project brief) The goal is to identify efficiently and in a participatory way the thematic topics of training (through workshops & coaching) and build a capacity building program to improve the institutional and operational capacity of these institutions. This is in view to support them in enhancing transparency and compliance of principles and mechanisms related to oversight institutions (including but not limited to public procurement law, compliance with access to information). Therefore, the resulting reports collectively form the basis for designing the tailored training and coaching program in the next stages. Indeed, based on the findings and recommendations of these assessments, NAHNOO will eventually deliver: a.Training workshops over 2 days to the municipality covering identified core topics essential for enhancing municipal governance and transparency (from local governance and legislation to technical matters), followed by a series of one-on-one tailored coaching sessions to translate knowledge into practice and anchoring reforms within municipal operations including developing practical, budgeted, and time-bound action plans, along with relevant Terms of Reference. b.Tailored Capacity Building sessions to the oversight bodies, each benefiting from 3 highly focused hands-on training sessions on Legal, Technical and soft skills topics, co-developed with their leadership and relevant technical teams. Project background Municipalities across Lebanon, including Zahle, Saida, Tripoli, and Beirut lack designated information officers, digital infrastructure, and practical tools to implement ATI and public procurement procedures. Oversight Bodies (the Court of Audit, Public Procurement Authority (PPA), Central Inspection and the National Anti-Corruption Commission (NACC)) lack resources and coordination channels and are often hampered by political interference, unclear procedures, and insufficient staffing thus require stronger procedural clarity and coordination between these bodies. Citizen awareness and Access to Public Information is very limited. Civic society and journalists do not engage meaningfully with oversight bodies: NAHNOOs INFACT coalition has supported CSOs in filing ATI requests, running public awareness campaigns, and engaging in participatory budgeting, but systemic limitations continue to hinder impact. The project directly addresses six interrelated challenges: Weak institutional integrity and capacity in implementing laws and reforms, especially in public procurement, Access to Information, public financial management, and Public Disclosure and Strategic Public Communication Limited citizen engagement due to mistrust and lack of access to clear information and responsive institutions. Underutilized civic oversight due to fragmented coordination and lack of capacity among CSOs, CBOs and media actors (Journalists). Insufficient or Limited collaboration between oversight bodies, civil society, and the media. Low public awareness of governance reforms, rights under procurement and Access to Information laws, and the mechanisms for citizen engagement. Scarcity of evidence based reporting on issues of accountability. The project addresses these multi-layered challenges through a dual-track approach: (1) strengthening the institutional capacity of municipalities and oversight bodies to implement public administration reforms, and (2) empowering civic actors including journalists and CSOs to hold institutions accountable and promote citizen participation. Target Audience: Up to 30 municipalities across all 9 governorates Four national oversight bodies: Court of Audit, Public Procurement Authority (PPA),, Central Inspection and National Anti-Corruption Commission (NACC) 10 fellow journalists and 200 journalism students 30 Civil Society Organizations (CSOs) and Community-Based Organizations (CBOs) The general public as indirect beneficiaries of improved governance, access to services, and civic engagement. Scope of work, key responsibilities & deliverable TasTask 1 - Develop tool for 4 oversight bodies capacity assessment (1 day) Output/deliverable: Designed tool(s) to collect data on capacity of oversight bodies NB: a draft will be submitted to NAHNOO for review and final draft will integrate NAHNOOs potential feedback. Task 2 - Data collection about the 4 targeted oversight bodies (1 day) Output/deliverable: Interviews with the oversight bodies using the designed tool (1 day) Task 3 - Rapid data analysis and reporting for the surveyed municipalities & oversight bodies* (7 days) Outputs/Deliverable: One capacity & training needs assessment report about 4 key oversight institutions and up to 30 municipalities in 2 sections: Section 1: Municipalities, providing: Findings on capacity needs and gaps based on their current situation (demographic data, municipal staffing, services, existing resources) Recommendations to bridge these gaps and design a capacity building program for up to 30 municipalities Section 2: Oversight bodies, providing: A review of the staffing structures and institutional capacity, identifying critical capacity gaps and provide actionable recommendations for optimizing roles, resource distribution, and internal coordination in line with each institutions legal mandate and strategic objectives. Findings on training needs and capacity Assessment: identified technical and operational gaps and recommendations of improvement through capacity building approach These assessments will inform the development of tailored capacity-building plans, ensuring relevance and ownership by the target institutions. The report will translate identified needs into specific learning objectives and topics under the project theme Reinforcing and promoting transparency, accountability and efficiency in Lebanons public administrations. The needs will be prioritized to focus on subsequent capacity-building efforts on the most critical areas. NB: a first draft will be submitted to NAHNOO for review and final draft will integrate NAHNOOs potential feedback. Total number of expert days allocated: 9 * For municipalities: in collaboration with the municipal stakeholders, NAHNOO will collect the data using the questionnaire and share them with the Consultant for analysis. Consultant will be able to review the questionnaire before its application to integrate feedback if any. Notes: - NAHNOO will validate the findings with the respective municipal and oversight bodies leadership to ensure accuracy and ownership - Tasks will be delivered in close coordination with NAHNOO with occasional calls and meetings when necessary Proposed period of consultancy Assignment to start immediately till completion of commissioned work. Total number of days according to the deliverable tables : 9 days (1 day = 8h) Qualifications/level requirements Applicants with the following experience are welcome to apply: Minimum Masters degree in Political Science, Public Administration, Law any other topic related to public governance. At least 10 years of documented professional experience about local and national public administrations field. Proven proficiency with current Lebanese and municipal context Strong analytical and conceptual thinking skills; Ability to deliver high quality results in a timely manner. Fluency in Arabic & English (written and spoken) is a must Proficiency in Microsoft Office, including Excel, Word and PowerPoint. Selection criteria & expert fees: The consultant will be selected based on competitiveness and quality of the technical (CV/portfolio) & financial (quotation) proposals. They will be paid upon successful completion and NAHNOOs approval of the commissioned work based on an agreed upon schedule.
