Tenders are invited for Vocational Training Services in Professional Makeup for Vulnerable Women. Deadline Tuesday, 10. Mar 2026 CARE Overview CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012.Among CAREs key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates.CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation, and hygiene. It targets the most vulnerable people and populations, both host communities and refugees.Over the course of 7 years, it has supported over than half a million beneficiaries. In Lebanon, CAREs program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender, and protection. CARE intends to maintain its presence in all areas of Lebanon. CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members. Project overview Under the CDCS project, CARE is implementing a vocational training initiative targeting vulnerable women in conflict-affected areas of Mount Lebanon (Dahyieh) and South Lebanon (Nabatieh District). A Rapid Market Needs Assessment was conducted to identify vocational skills with strong local demand, feasibility for women, and income-generation potential. Makeup artistry and basic beauty service was identified as a high-potential sector due to sustained market demand, suitability for home-based businesses, and accessibility for women. CARE seeks to contract a qualified service provider/trainer to deliver fully prepared vocational training, where all training content is finalized, reviewed, and approved at proposal stage. Objective To identify and contract a qualified Makeup and Beauty Training Service Provider/ Trainer to deliver a 13-session(52-hour) 4 hours per session for Vulnerable womens, using pre-approved training materials fully submitted during the proposal stage. Scope of Work & Responsibilities Key Principle All training content must be fully developed, complete, and submitted during the proposal stage. No curriculum development, material design, or content adaptation will be permitted after contract award. Once contracted, the consultants responsibility will be limited to training delivery only. 1. Proposal Stage Requirements (Mandatory): Applicants must submit a complete training package as part of their technical proposal, including: 1.1 Detailed -Session Implementation Plan Session Titles and Content Daily training objectives Time allocation (theory vs practical) Full Training Curriculum covering: Makeup Artistry Ø Basic Makeup Techniques Skin preparation and cleansing Foundation, concealer, and contouring techniques Eye makeup basics: eyeshadow blending, eyeliner, mascara Lip techniques: lining, filling, and color application Brushes, tools, and hygiene Ø Advanced Makeup & Special Techniques Bridal and event makeup Day vs. evening makeup looks Highlighting, shading, and facial feature enhancement False lashes application and removal Special occasion and themed makeup (festivals, photoshoots) Makeup for different skin tones and types Professional finishing and presentation Makeup kit organization, storage, and hygiene Ø Makeup Products & Essential Topics Product knowledge: types, quality, and selection Sanitization and safety standards Client consultation and personalization Health and safety standards in makeup application Quality control and client satisfaction 1.3. Training Materials PowerPoint presentations in Arabic Instructional videos (Arabic or Arabic subtitled) or any related materials (if available). 1.4. Assessment Tools Prepare Pre-Post technical training Questionnaire. Proposals missing any of the above components will be considered non-compliant and will not be evaluated further. 2. Training Delivery Responsibilities (Post-Contract): Upon contract award, the consultant will be responsible only for: 1. Minimum delivering the 4-hour training over 1 Session using the approved materials submitted at proposal stage. 2. Facilitating practical sessions to improve trainees skills in the selected topic. 3. Materials & Logistics CARE will provide training venue. The consultant should secure training equipment and consumables required for the practical sessions, to be used by approximately 25 trainees. Interested bidders must clearly mention the RFP number and the name of the ToR in the subject line of their email submission. Proposals will be accepted until 3:00 PM on March 10, 2026, and must be submitted via email solely to [email protected] , no later than the above-specified date. Any proposals received after this date and time will not be accepted. All proposals must be signed by an official agent or representative of the company submitting the proposal. If the organization submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal. Additionally, all costs included in proposals must be all-inclusive to include any outsourced or contracted work. Any proposals which call for outsourcing or contracting work must include a name and description of the organizations being contracted. All costs must be itemized to include an explanation of all fees and costs. Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP. All contractual terms and conditions will be subject to review by the CARE legal department, and will include scope, budget, schedule, and other necessary items pertaining to the project. You must respond to every subsection including statement, question, and/or instruction without exception. Any verbal information obtained from, or statements made by representatives of CARE shall not be construed as in any way amending this RFP. Only such corrections or addenda as are issued in writing by CARE to all RFP participants shall be official. CARE will not be responsible for verbal instructions.
