Tenders are invited for Digital Security Assessment, Training of Trainers (ToT), Curriculum Development, and Digital Security Service Mapping The consultancy will deliver an integrated package of: · Digital security needs assessment · Development of a localized digital security curriculum and training materials · Training of Trainers (ToT) · Digital security service mapping and case-based learning The assignment aims to enhance digital resilience and safer civic engagement in high-risk environments. Key Objectives The consultancy will: · Assess digital security risks, capacities, gaps, and protection needs of participating CSAs and CSOs. · Develop a context-specific, accessible, and reusable digital security curriculum aligned with global best practices. · Build sustainable internal capacity through a Training of Trainers (ToT) approach. · Increase awareness of and access to existing digital security, legal, and protection services through structured service mapping. Scope of Work (Summary) The consultancy will be implemented primarily in the West Bank, including East Jerusalem, and will include: · Conducting a digital security assessment with participating organizations. · Designing and publishing digital security training curricula and materials. · Delivering ToT sessions and supporting at least one community-based training. · Mapping digital security and protection service providers and documenting anonymized case examples. · Applying feminist and intersectional approaches, confidentiality, informed consent, and do-no-harm principles. Expected Duration The consultancy shall be conducted over a period of four (4) months, commencing on the agreed start date, and is expected to take place between April and July 2026 Consultant / Team Profile Applicants (individual consultants, organizations, or consortia) should demonstrate: · Minimum 5 years of experience in digital security or cybersecurity. · Experience working with civil society, human rights, or media actors. · Proven capacity in digital security assessments, curriculum development, and training delivery. · Strong facilitation and Training of Trainers (ToT) experience. · Knowledge of feminist and intersectional approaches. · Understanding of the civic space and political context in Palestine.
