Tenders are invited for Experts Infrastructure Monitoring & TPM (Pooling) Closing Date: 23 Feb 2026 Type: Consultancy Location: Ninewa / Sinjar, Iraq Duration: Up to 19 months (site-based monitoring) Type: Consultancy Talent Pooling We are seeking experienced infrastructure monitoring and Third-Party Monitoring (TPM) professionals for a technically demanding and politically sensitive assignment in Sinjar, Iraq. This call is for pooling purposes only. Only shortlisted candidates will be contacted. Profiles Required 1. Team Leader M&E Specialist MSc in Engineering (Civil/Mechanical/Electrical or related) 10+ years in infrastructure monitoring Post-conflict experience required Strong donor reporting skills 2. Civil / Construction Site Engineers (3) BSc Civil Engineering 5+ years construction supervision Experience in housing rehabilitation, BoQs, QA/QC 3. Water & Sanitation Engineer Experience in water treatment plant rehabilitation Water quality testing & hydraulic systems knowledge 4. Environmental & Social Safeguards Specialist 7+ years ESMF/ESMP monitoring Experience with World Bank ESS Familiarity with PSEA & GBV safeguards 5. Data Management & Reporting Specialist Infrastructure monitoring data systems Advanced Excel / Power BI / Kobo / ODK Tracker management; GIS is an asset 6.
