General Procurement Notice for Procurement of Goods and/or Works and Acquisition of the Services of Consultants Energy Transition, Efficiency and Expansion Project (ETREEP) Component 1: Energy Transition and Efficiency Subcomponent 1.1: Construction of 4 MWp PV plant and install 2 MWh BESS: the installation of PV plant and BESS in Principe Island will increase the renewable energy in the country energy matrix by 10%. Subcomponent 1.2: Installation of 1000 LED streetlights: is intended to reduce the pressure on generation (in particular) at peak demand time. Existing incandescent streetlights will be replaced by LED, using the existing poles; Subcomponent 1.3: Project Supervision Firm: For inspection of the park installation, LED counters, IT equipment. Component 2: Expansion, Access and Grid and System Stability Subcomponent 2.1: Upgrade and rehabilitation LV networks in Principe Island: This activity will facilitate the installation of prepayment meters to be financed by the Bank. Subcomponent 2.2: Upgrade and Modernize the Dispatch Centre: This activity consists of providing additional hardware and software to EMAE to enable the management of all generation and distribution assets, including substations. This will enable the injection of additional oscillating renewable energy currently being financed by other DPs. Subcomponent 2.3: Supply and installation of 40.000 prepaid meters: this activity aims to minimize EMAEs commercial losses which are above 30%. Component 3: Institutional Capacity Development and Project Management Subcomponent 3.1: Accountability: under this subcomponent is intended to hire an auditor firm to perform the review of the project accounts during its entire period of implementation to ensure accountability, value for money and transparency. Subcomponent 3.2: Capacity Building: this sub-component will enable EMAE and other sector departments and entities to get training to enhance their technical skills. It also includes the acquisition of IT equipment and including aspects of cyber security. Subcomponent 3.3 Operating Costs: the cost to be covered under this subcomponent will cover if needed additional space for the Project team, fuels, printing, including supplies, office equipment and materials, per diem for project monitoring by EMAE team, translations, and others. Subcomponent 3.4: Project Implementation Unit: a Supervision firm for the solar PV/BESS, Network Upgrades, Installation of prepaid and LED streetlights, and Dispatch Center Works, which will support EMAE during project implementation will be contracted. The Supervision firm which will be hired by the project will be embedded with EMAE and it will provide key expertise to the utility; comprised of, but not limited to the following experts: FM specialist, Procurement specialist, Power Engineer, Gender specialist, E&S specialist, Project Accountant and M&E specialist. Subcomponent 3.5: Technical Assistance: under this subcomponent the project will provide funds to carry out technical, ESIA and feasibility studies, including RAP for potential future hydro projects in the country, namely, Io Grande, Bombain, Santa Luzia and Abade. 4. Procurement of goods and/or works and acquisition of the services of consultants will be carried out in accordance with the Procurement Policy and Methodology for the African Development Bank Group Funded Operations (BPM) dated October 2015.
