General Procurement Notice for provision of goods,consulting and non-consulting services for the Strengthening PAFA & PFM Resilience in Africa Component 1: Professional Capacity Development in Public Financial Management This component will promote professionalization and evidence-based reform implementation through (i) conducting diagnostic studies (including the status of PAO/PFM maturity based on the PAO Maturity Model of the Confederation of Asian and Pacific Accountants (CAPA) appropriately tailored for selected countries, PEFA++ assessments for two (2) selected countries, and the status of sustainability reporting in selected French-speaking countries), (ii) translation, contextualization, digitization, and implementation of African Professionalization Initiative (API) learning programs in four (4) selected countries, and (iii) translation, contextualization, and implementation of the Accounting Technician Qualification for Africa (ATQA) in four (4) selected countries, including delivery of API learning programs and the ATQA foundational courses to a group of public sector accountants, auditors, and students in the selected countries. The specific transition and conflict-affected states will be reflected in the annual work plans and budgets, which will be reviewed and cleared by the Bank. The selection will seek to ensure balance in regional representation, language, state of PFM, and PAO maturity. Component 2: Strengthening Institutional Capacity of Professional Accounting Organizations (PAOs This component will strengthen PAO membership in PAFA and IFAC through (i) institutional capacity building of PAOs by developing strategies for six (6) PAOs and supporting strategy implementation through a PAO-to-PAO Partnership Program (namely a twinning agreement for each of the six selected PAOs), (ii) enhancing the Quality Assurance Review mechanisms in transition and conflict-affected states (including the translation, contextualization, and implementation of the PAFA Quality Assurance Review Guidance for PAOs and Regulators; development and delivery of a training and certification program for Quality Assurance Reviewers; and development of guidance on International Standards on Quality Management (ISQM) for small- and medium-sized practitioners); and (iii) gender mainstreaming in the accountancy profession in transition and conflict-affected states. Component 3: Project Coordination, Monitoring and Reporting This component will support project implementation activities to ensure well-coordinated delivery of project objectives and attainment of results in line with the Project Results Measurement Framework. It will provide resources for coordination, administration, monitoring, procurement, financial management, and external audit of the project.
