General Procurement Notice for Acquisition of the Services of Consultants for Rehabilitation of Kapichira I and Nkula B Hydropower Plants Procurement of Goods and Works. Acquisition of the services of consultants 3. Components of the project The project includes the following three (6) components and the ADF Grant will be used for Component 1 rehabilitation of Kapichira and part of Component 3 Technical Consultancy Supervision and Procurement Expert Services only. The EU/EIB funding and Counterpart funding will be used for other components. a) Component 1: Rehabilitation of 64MW Kapichira I The broad area for the scope includes rehabilitation of Turbines, Generators, Electrical Systems, Auxiliary Systems, SCADA and Control Systems. The specific components to be rehabilitated includes two Turbine Units, Main Inlet valve, Cooling Water Systems, Shaft seal water supply, Hydraulic and Digital Governor Systems, Drainage and Dewatering System, Fire Fighting, Powerhouse Overhead Travelling Crane, Draft tube stoplogs & gantry crane, two Generator Units, Generator Auxiliaries, Excitation Transformer, Generator Transformers, LV AC Systems, DC Systems, Control System, and Protection System. b) Component 2: Replacement and Rehabilitation of 100MW Nkula B The broad area for the scope includes rehabilitation of Turbines, Generators, Electrical Systems, Auxiliary Systems, SCADA and control systems. The specific components in the scope include five Turbine Units, five Main Inlet valves, Cooling Water Systems, Shaft seal water supply, Hydraulic Turbine Governor, Digital Turbine Governor, Drainage and Dewatering System, Air Ventilation System, Fire Fighting, Powerhouse Overhead Travelling Crane, Draft tube stoplogs & gantry crane, Air Admission system, Generator, Generator Auxiliaries, Excitation Transformer, Generator Transformers, LV AC Systems, DC Systems, Auxiliary Transformer, HV AC Equipment, Control System, and Protection System. c) Component 3: Technical Consultancy Supervision and Procurement Expert Services The Executing Agency will procure services of a consultant to ensure planning, engineering, design reviews, contract management and project execution are smooth, and quality of work assured. The Supervision Consultancy Services will be provided through the traditional Owners Engineer. (Inclusive of a Procurement Expert). The Consultant will also provide capacity building and best practices in technical details of rehabilitation and maintenance of power plants to EGENCO. d) Component 4: Environmental and Social Management The major risks on the project include health and safety; incidence of GBV/SEAH, prevalence of communicable diseases and water pollution. The major adverse E&S impacts include health and safety for workers and communities such as accident and incidents; incident of GBV and prevalence of communicable diseases including HIV/AIDS associated with labour, influx to the project area; pollution due to waste generation and improper waste management and disposal, loss of aquatic biodiversity and disruption of power and water supplies during rehabilitation work. The mitigation measures for addressing the risks and impacts are outlined in the ESMP. e) Component 5: Project Implementation Unit Operations and Capacity Building The objective of Project Implementation Unit (PIU) operations is to plan, review designs, oversight of contract and project management in collaboration with the Consultant. PIU has been established already and comprises Director of Planning and Project, Project Manager and Legal Expert who will manage both projects. The two power plants will have dedicated teams of experts namely, Electrical Engineer, Environmental Safeguards Specialist, Project Coordinator/Electrical Engineer, OHS Safeguards Specialist, Public Relations Specialist, Social Safeguards Specialist, Procurement Management Specialist, Gender Expert, Finance Management Specialist, Civil Engineer and Mechanical Engineer. The technical staff will collaborate with the Consultant Owners Engineer as counterpart staff. f) Component 6: Corporate Social Responsibility EGENCO will have Corporate and Social Responsibility Program in several activities will be implemented inclusive of (i) sinking boreholes in the power plant surrounding communities to provide clean water, (ii) construction of girls dormitories for two secondary schools in the nearby communities, (iii) provide internships for both surrounding communities and colleges nationally to ensure skills creation especially for girls as well as (iv) community outreach programs for safety, benefits and the dangers of the project.
