Funded by the Federal Ministry for Economic Cooperation and Development (BMZ) through the German Development Bank (KfW) Implemented by the United Nations Development Program UNDP Implementing Partner: Yemen Aid Organization Contract type: Quantities Bidding currency: US Dollars Yemen Aid Aden announces its intention to issue Public Tender No. (YA-P3IWRMERA-03-2026) for the rehabilitation of irrigation canals in Al-Musaymir District, Lahj Governorate, under the Irrigation Systems Rehabilitation Project within the Integrated Water Resources Management Project for Enhancing Resilience in the Agriculture and Food Security Sector. Therefore, the organization invites qualified and registered companies/contractors/suppliers in the Republic of Yemen, with the necessary experience and legal standing, to submit their bids for the aforementioned tender in accordance with the tender documents and instructions detailed below, and according to the approved tender documents and forms, which can be obtained by downloading the files from the following link: · Each site is considered a separate group, and the bidder is required to price all items in the bill of quantities for each site, in addition to specifying the total price for the entire group. Failure to price any item or the presence of any calculation or pricing errors will result in the disqualification of the bid, according to Yemen Aids decision. · Bidders are required to provide a bid guarantee of (2.5%) of the bid value for each group separately, and it shall be valid from the date of opening the bids. · Bidders are advised to submit bids for all groups to increase their chances of winning, while also being permitted to submit bids for one or more groups as they wish. · Issuing this Request for Proposals does not constitute a commitment by Yemen Aid to contract or to pay any costs incurred in preparing or submitting the bid. · The organization is not obligated to accept the lowest bid or any other bid. · The organization reserves the full right to cancel or reissue the tender at any stage without giving reasons. Second: Conditions for accepting the bid The following requirements must be met for a bid to be accepted: · A valid copy of the personal identification of the company representative or contractor. · A valid copy of the commercial register. · A valid copy of the tax card. · A valid copy of the insurance card. · A valid copy of the Zakat card. · A valid copy of the professional practice certificate. · A copy of the contractors classification card. · A cover letter explaining the desire to submit a bid, acknowledging that the bid validity period is (90) days from the date of opening the bids. · Proof of financial capability (certified bank statement or signed chartered accountant report). · The tender documents are fully sealed, with all documents and attachments submitted within the bid being stamped. Third: Contents of the technical proposal The technical proposal must contain the following: · A profile of the bidders office outlining capabilities and previous experience, including the execution of at least three similar projects in the same field during the last six years, supported by supporting contracts, and any additional information that reinforces this. · A clear and detailed timetable showing the stages of project implementation. · Complete and fill in all the forms and documents included in the tender documents, and attach all the documents required for acceptance of the bid. · Fill out the technical questionnaire for the materials (sample list) and attach their respective catalogs. · A list of the proposed team (engineers, technicians, laborers, and administrators) showing their qualifications and experience, along with attached CVs and copies of their personal identification cards. · A list of equipment, devices, engineering supplies, means of transport, and contracting equipment that will be used in the implementation of the project. · Quality, Safety, Occupational Health and Environment Management Plan. · Compliance with the terms of the Environmental Management Plan (ESMP) being prepared by the Yemen Aid team under the supervision of the UNDP team. This plan is an integral part of the contract requirements and is binding on the winning contractor. Fourth: Contents of the financial bid · The bid guarantee is (2.5%) of the bid value for each group. · A paper copy of the bills of quantities showing the unit price and the total price for each item, in US dollars. · The price offered is inclusive of all works, materials, equipment, taxes and other obligations in accordance with the technical specifications and instructions of the supervising engineer.
