Feb 2026 Background The Lebanese Women Democratic Gathering (RDFL) is a feminist, secular, non-governmental organization advocating for and raising awareness about the rights of women and girls in Lebanon. Founded in 1976, the RDFL is one of the oldest feminist organizations, one based on volunteerism. RDFLs vision is to achieve equality between women and men in all spheres and to provide protection from gender-based violence. RDFLs mission is to work on and advocate for the elimination of gender-based violence and all forms of discrimination, and to achieve full citizenship for women through a widespread and empowered membership and in collaboration with civil society. RDFL, in partnership with CARE, is seeking a filmmaker or production house to produce a campaign video addressing child marriage within the framework of the national campaign #NotBefore18 led by RDFL. The primary goal of this call is to develop a compelling advocacy video for social media that highlights the issue of child marriage and supports the endorsement of legislation setting the legal age of marriage at 18. The video should present child marriage from a fresh perspective, leveraging the momentum of the pre-election period to emphasize the urgency of passing the law. It should also trace the history of the laws development and illustrate its direct impact on the lives of girls in Lebanon. The specific objective of this campaign is to sensitize the Lebanese society on child marriage and to advocate against child marriage. The campaign will serve as a reminder and a pressure tool to the Lebanese parliament on the urgency of passing the law on child marriage. The expected outputs will be as follows: - A campaign video that contributes to pushing for the endorsement of the child marriage law in Lebanon. - Increased awareness of the Lebanese society on child marriage effects. - Sensitization of the Lebanese on GBV issues in Lebanon - Engagement of the Lebanese society in advocating against child marriage in Lebanon. 2. Criteria for Submitting a Bid 2.1 Applicants must meet the following criteria: Be a senior filmmaker with a team or a legally registered and have actual operations in Lebanon, Be directly responsible for the preparation/ management/implementation of the project, i.e. not act as an intermediary; Be experienced in the field of video production, animation, editing, voice-over, subtitles and photography Be financially sound and financial continuity throughout the project; Having Arabic-speaker staff on board is compulsory. Deliver tangible and efficient results; Be able to efficiently budget and contribute to the success of the activities. Be in possession of technical equipment (camera, software, etc.) required for the production of deliverables. 2.2 Applicants must submit a bid on their own being the mere implementing body. 3. Description RDFL is seeking to hire the services of a professional communications service provider for the delivery of high-quality Campaign Video. Visual communications materials will be developed in accordance with RDFL communications guidelines and donor branding rules, geared towards increasing the visibility of RDFLs project and donors support. The service provider shall be responsible for the end-to-end production of a high-quality campaign. This includes the development of a comprehensive campaign concept, visual and narrative identity, and all associated content. 4. List of Deliverables Create a video storyboard and script optimized for social media, based on briefings provided by RDFL, and aligned with RDFLs brand guidelines and donor visibility requirements. Edit and produce a strong, final campaign video with a trailer that includes subtitles, RDFL branded elements, and donor logos. During the editing phase, RDFL requires several feedback rounds before final delivery to ensure the highest quality and advocacy impact. 5. Application Details We are looking for service providers who: Are competitive budget-wise and can contribute to the success of the activities. Ensure visibility and branding for RDFL and the back donor Have reasonable experience in the fields of refugees and protection sector in general Have added value and advantage over competitors; RDFL will be the copyright owner of all videos, including raw footage. 6. Required documents: Technical proposal (including treatment of the Campaign video outlining a creative and impactful methodology for producing a campaign video that traces the history and stages of the #NotBefore18 law, highlights the harmful consequences of child marriage, and emphasizes the importance of passing legislation to set the legal age of marriage at 18.) written in English. Selection Criteria: The tender evaluation committee will evaluate and award the contract on the basis of the following selection criteria: 8. Price Criteria weight is 50 % Formula: (Best Tenderer Price/Evaluated Tenderer Price) *Criterion Weight. The price shall be quoted in USD 9.Quality Criteria weight is 50% Point evaluation (weighted points): Criterion will obtain between 0 and 5-point, 5 points being the maximum, 0 points being the minimum and the points obtained will be multiplied by criterion weight. PIN expert evaluation committee will assign up to 5 points for the best quality of the sample. 10.Benchmark for Services/Works Excellent response with no weaknesses shown and exceeds the requirement - also provides comprehensive, detailed, and convincing assurances that the services will be delivered to an excellent standard A very response that demonstrates real understanding and fully meets the requirements - offers assurances that the service delivered will be of a high standard A satisfactory response that demonstrates a reasonable understanding of the requirements and gives reasonable assurance of delivery of services to an adequate standard, but does not provide sufficiently convincing assurance to be able to award them a higher mark A response where reservations exist - lacks full credibility/convincing detail, and there is a significant risk that the response will not deliver/be successful A response where serious reservations exist - the may be because, for example, insufficient detail is provided and the response has fundamental flaws or seriously lacks credibility with a high risk of non-delivery The response completely fails to address the criterion under consideration Those bidders who get less than 3 for the capacity of the bidder shall not be accepted or considered and their offer will be rejected. For each bid, points from all evaluation criteria will be added up and the winning bid will be the bid with the highest number of points.
