Tenders are invited for Development of the National Framework for Municipal Climate Action. Development of the National Framework for Municipal Climate Action IKI Small Grants Programme IndyACT is implementing a national initiative to strengthen and harmonize municipal climate action in Lebanon. Municipalities are increasingly engaging in climate mitigation and adaptation activities; however, stronger alignment with national climate priorities, reporting processes, and institutional arrangements is required. IndyACT seeks to contract a legally registered institution/company to lead the development of a National Framework for Municipal Climate Action through a structured, inclusive, and participatory process. The consultancy will: Design and lead a national consultation process Assess municipal capacities and gaps Draft and revise the National Framework Integrate gender, youth, and inclusion considerations Align the framework with national climate policies and reporting mechanisms Structure content for integration into the Lebanon Climate Act platform Present the final framework at a national conference Duration: 4 months Eligibility: Lebanese-registered institutions/companies only Deadline: 28/02/2026 11:59 PM (Beirut time) How to apply Interested and eligible institutions/companies must submit their technical and financial proposals in separate documents by email to: [email protected] Email subject line: Technical Expert ToR1 Municipal Climate Framework [Consultant Name] Deadline: 28 February 2026 at 11:59 PM (Beirut time).
