In coordination with national and international partners, LMAC spearheads Lebanons efforts in mine clearance, risk education, and victim assistance across Lebanon. Since the escalation of hostilities along Lebanons southern border in October 2023, following the outbreak of the war in Gaza, the risk of explosive ordnance contamination has significantly increased. This has led to the displacement of communities and heightened the need for effective, coordinated, and timely post-conflict recovery interventions. In response to recent developments, UNDP engaged a Technical Advisor to define the strategic priorities and coordination framework for the Lebanon Mine Action (LMA) Strategy 20262030, integrating recovery and stabilization considerations as well as cross-cutting principles. Building on these agreed foundations, UNDP now seeks to engage a consultant to consolidate and finalize the Strategy into an operational, results-oriented document, validated by LMAC and key stakeholders and ready for formal endorsement and implementation. 3 - Scope of work, responsibilities and description of the proposed analytical work Under the overall supervision of UNDP Project Manager and in close coordination with LMAC, the consultant will be responsible for the following tasks Task 1: Review and Consolidation The consultant will review and consolidate all existing documentation related to the LMA Strategy 20262030, including strategic guidelines, coordination frameworks, and analytical inputs developed during the preparatory phase. This review will ensure coherence, internal consistency, and alignment across strategic priorities, outcomes, and implementation approaches, and will result in an annotated outline forming the analytical basis for the LMA Strategy 20262030. Task 2: Strategy Drafting and Consultation Building on the consolidated review and annotated outline, the consultant will draft the LMA Strategy 20262030. The draft strategy will articulate the strategic vision and objectives; define outcomes, outputs, and indicative activities; outline coordination and governance arrangements; integrate cross-cutting themes including gender equality, inclusion, conflict sensitivity, and environmental considerations; and include a results and monitoring framework with indicators, assumptions, and risks. The consultant will ensure alignment with national priorities, international mine action standards and best practices, and relevant UN and donor frameworks, and will facilitate a structured consultation process to ensure ownership and appropriation by mine action sector stakeholders. This phase will result in the Draft LMA Strategy 20262030. Task 3: Validation and Finalization The consultant will present the draft strategy to UNDP and LMAC for review, consolidate and incorporate feedback from UNDP, LMAC, and key stakeholders, and finalize the document to support formal endorsement and implementation. This phase will result in the Final LMA Strategy 20262030. 4- Institutional arrangement The consultant will work under the overall guidance of the UNDP project manager and in close coordination with LMAC Director. The consultant shall rely on his/her own means of communication and shall commute from/to place of residence to duty station at his own expense. The title rights, copyrights and all other rights whatsoever nature in any material produced under the provisions of this TOR will be vested exclusively in UNDP. UNDP has full ownership of the activity and of its final product. Thus, any public mention (including through social media) about the activity should state clearly that ownership. In addition, any public appearance related to the activity should be coordinated and approved by UNDP. With overall guidance from the UNDP Project Manager and in close coordination with the LMAC Director. UNDP will be responsible for providing the contractor with all necessary materials related to the project in a timely thorough and transparent manner. UNDP will be also responsible to provide clarifications and facilitation of the work. Day to Day transportation from home to office (& vice versa) shall be covered by the Consultants own means. The Consultant will rely on his own means of communication and transportation. 5 - Duration of work The assigned duration for this consultancy is 3 months. The mission is expected to commence on the 15th of February 2026, and to be completed by the 15th of May 2026. The time needed to review/ comment/ approve deliverables and outputs is (4) four working days. 6 - Duty station The consultant will be home-based with regular coordination meetings/consultation workshops at LMAC premises in Beirut or Hammana, as required. 7 - Recommended Presentation of Offer The offer of the Consultant shall include: Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number); Passport/ID 8 - STANDARD MINIMUM QUALIFICATIONS Education · A Masters degree in development studies, international relations, social sciences, business administration, engineering, or a related field is required (A Doctorate (PhD) in a relevant discipline is required). · A minimum of ten (10) years of progressive professional experience in strategic planning, policy advisory, institutional development, and results-based frameworks, including work with UNDP, government counterparts, and international partners. Core Competencies · Strong analytical, drafting, and synthesis skills, with the ability to translate strategic guidance and analytical inputs into coherent, operational, and results-oriented strategic documents. Language: Fluent in English and Arabic (both oral and written). The Personnel will be covered with Health insurance and Personal accident insurance; the fees shall be deducted from personnels monthly payment.
