Tenders are invited for Use of Existing Leo Signals for a New Hybrid Generation of Emergency Radio-Beacons: Feasibility and Demonstration - Expro plus Current GNSS-based emergency radio-beacons face critical limitations in harsh environments where signal reception is impaired, suchas during natural disasters, under snow or rubble, in war zones with jamming/spoofing, or in areas with limited sky visibility. This proposal aims to explore a disruptive solution: the development and demonstration of a new hybrid generation of emergency radio-beacons that combine GNSS with Low Earth Orbit (LEO) Signals of Opportunity (SoOp) and LEO-based communication (LEO-COM) systems. Theconcept leverages the unique properties of LEO signals, including stronger signal power, diversified frequency bands (e.g., L/S/Ku), global coverage, and improved signal geometry, to enhance resilience, positioning accuracy, and signal availability in GNSS-deniedor degraded environments. In parallel, LEO-COM will be used to transmit auxiliary emergency messages, augmenting the conventional 406 MHz distress signal and enabling faster, more reliable Search and Rescue (SAR) responses. The innovation lies in the integration of multifrequency, multi-constellation LEO/GNSS receivers with LEO-COM communication in a compact, low-power device, tailored for both regulated Safety-of-Life sectors (e.g., aviation, maritime) and mass-market applications (e.g., hikers, mountaineers). The activity will include the design, prototyping, and testing of a handheld or wearable device, validating performance in relevant environments. By moving beyond GNSS-only solutions and embracing LEO-based technologies, this high-risk/high-gain activity has the potential to redefine emergency beaconing capabilities, laying the foundation for a new generation of resilient, globally connected SAR devices, and pushing the boundaries of current emergency location technologies.
