Consultancy Services for Feasibility Studies of Solar Power Projects in Lorengau, Manus Province, Papua New Guinea GGGI Papua New Guinea invites eligible firms/entities to submit their proposals for a Consultancy Services for Feasibility Studies of Solar Power Projects in Lorengau, Manus Province, Papua New Guinea PROJECT BACKGROUND: Papua New Guinea (PNG) is among the countries most vulnerable to the impacts of climate change, facing increasing risks to its people, ecosystems, and economy. In response, PNG has made strong commitments under the Paris Agreement, including the submission of its Enhanced Nationally Determined Contribution (NDC) and the development of its National Adaptation Plan (NAP). Both documents outline ambitious targets to reduce greenhouse gas emissions, promote climate-resilient development, and accelerate the transition to renewable energy. Expanding solar power generation is a key priority to reduce dependence on imported fossil fuels, strengthen energy security, and improve access to affordable, reliable electricity across provinces. To support these commitments, the Global Green Growth Institute (GGGI), with funding from the Australian Department of Foreign Affairs and Trade (DFAT), is implementing the Climate Finance Initiative for Resilience and a Sustainable Transition (Climate FIRST). Climate FIRST, developed under the PNGAustralia Climate Change Action Plan (PACCAP), aims to mobilize and coordinate climate finance, strengthen institutional systems, and deliver a pipeline of high-quality climate change adaptation and mitigation investments. GGGI serves as the delivery partner for the initiative in close collaboration with the Climate Change and Development Authority (CCDA). Manus Province, one of PNGs most remote island provinces, has an estimated population of 70,000 spread across 12 LLGs and 131 wards. Lorengau, the provincial capital, serves as the administrative and commercial hub. Currently, Lorengaus electricity supply comes from the Lombrum Power Station, which has a generation capacity of 6 MW but operates at only 1.5 MW due to low demand and fuel constraints. The station is owned by the PNG Defence Force and operated by PNG Power Ltd (PPL), but the agreement between these parties remains unclear, and no formal MOU exists. Fuel supply is unreliable, and transmission and distribution infrastructure is aging. Most communities outside Lorengau lack access to electricity, relying on costly diesel generators or traveling long distances to charge devices. This energy gap limits economic productivity, service delivery, and climate resilience. The fisheries sector, a key economic driver, suffers from inadequate cold storage and processing facilities, while tourism potential remains untapped due to unreliable power. To address these challenges, PPL has allocated 5 hectares of land for a proposed solar farm near Lorengau. Additionally, there is significant potential for Solar Home Systems (SHS) and mini-grids to serve thousands of households on isolated islands. Transitioning to solar energy will reduce dependence on diesel, lower greenhouse gas emissions, and improve energy access for health, education, fisheries, and tourism sectors. Upon receiving the request from the Manus Provincial Government, GGGI, under Climate First Project, will conduct the feasibility study which will focus on the allocated 5-hectare site near Lorengau town in Manus Province, with an indicative target capacity of approximately 4 MW for the initial solar farm. This site has been prioritized based on land availability, solar irradiation potential, and proximity to existing grid infrastructure connected to the Lombrum Power Station. The proposed solar power plant will be grid-connected, with PNG Power Ltd (PPL) as the primary off-taker. In addition, the study will assess off-grid solutions such as Solar Home Systems (SHS) and mini-grids for remote island communities. The project aims to benefit Lorengau township and surrounding areas, as well as thousands of households and small businesses in isolated islands, improving access to reliable and affordable electricity. Beyond enhancing energy security, the initiative is expected to reduce greenhouse gas (GHG) emissions by replacing diesel generation, contributing to PNGs climate mitigation targets. Socially, the project will lower electricity costs, support fisheries and tourism sectors, and promote inclusive development by improving energy access for health facilities, schools, and women-led enterprises in underserved communities. Objective of the Consultancy GGGI, in partnership with the Manus Provincial Government, is seeking a qualified consulting firm to conduct detailed feasibility studies for proposed solar power projects in Lorengau city in Manus province of PNG. The selected firm will provide in-country technical expertise and analytical support to ensure the studies produce bankable project designs that are technically sound, financially viable, environmentally sustainable, and socially inclusive. The consultancy will generate the evidence base required to attract investment, inform decision-making, and accelerate the scale-up of renewable energy in PNG. The main objectives of this consultancy are to: 1. Assess the technical, financial, environmental, and social feasibility of a grid-connected solar farm in Lorengau. 2. Explore off-grid solutions (Solar Home Systems and mini-grids) for remote island communities. 3. Evaluate institutional arrangements, including DefencePPL agreements, and recommend frameworks for project implementation. 4. Identify opportunities to support fisheries, tourism, and social services through solar-powered infrastructure. 5. Develop a bankable project design and financing structure aligned with PNG market conditions and international best practices. IMPORTANT TIMELINES: This project is expected to be completed within six (6) months from contract signing. The tender submission deadline is 11 March 2026 at 16:00 (KST, Korean Standard Time).
