Tenders are invited for Consultancy Services to Carry out Final Evaluation. In Ratanakiri and Stung Treng, most rural households depend on small-scale rice and cassava farming. Recurrent droughts, floods, and pest infestations have left over 80% of communities facing severe crop losses, reducing average household income to less than 0.55 per person per day. Weak production methods, high post-harvest losses, and the absence of collective farming structures further limit food security and income stability. With support from the German Federal Ministry of Economic Cooperation and Development (BMZ), Johanniter International Assistance (JIA) and its partner Development and Partnership in Action (DPA) launched the 42month project Sustained strengthening of the resilience of vulnerable rural households, communities and local protection structures and mechanisms to climate-related shocks and crises (Dec 2022 May 2026). The project aims to strengthen household resilience, improve disaster preparedness, and protect local ecosystems. The final evaluation will measure progress in household income and food security, the functionality of disaster management structures, and reductions in forest crimes, while assessing how effectively the partnership translated participatory planning into resilience outcomes for 15,833 direct and 29,000 indirect beneficiaries. Consultancies Location:Ratanak Kiri Province, Stung Treng Province Summary Scope of the project: Project Goal: Vulnerable rural households and communities and local protection structures and mechanisms in Ratanakiri and Stung Treng provinces, Cambodia have increased resilience to climate-related shocks and crises. Output 1: Adaptation and diversification of livelihoods The livelihoods of 1,438 smallholder families (6,069 people) are less vulnerable to climate change-induced extreme weather events. through the adaptation and diversification of their agricultural production and/or income sources, and the promotion of community work. Output 2: Disaster Risk Reduction Reduced risk to climate-related disasters for 15,833 vulnerable people through strengthening local structures, mechanisms and capacities for sustainable disaster prevention and preparedness at community, municipal and district levels. Output 3: Protection and conservation of local ecosystems Reduced pressure on local ecosystems through improved management and protection of 2,100 hectares of forests in need of protection and through sustainable reduction of pollution in the 40 target communities. No. of Direct reach (people we work with): There are 15,833 individuals, 7771 females, 40 villages, 14 communes, 7 districts, and 2 provinces (Ratanakiri and Stung Treng). No. of Indirect reach (people we work with): The total population of the 7 target districts from Ratanakiri and Stung Treng living in high-risk areas (excluding the 15,833 direct beneficiaries of the project) and indirectly benefiting from the updated district disaster management and contingency plans, an estimated 29,000 people. Eligibility Essential experience of the consultant Experienced on conducting similar studies in the past- experience with research, analysis, statistics, etc. Relevant academic background- statistics, community development, Consultants should have the requisite technical, methodological and practical expert knowledge and are well familiar with the methodology. Experience with local NGOs and community level programming High quality communication skills, notably report writing. Strong qualitative and quantitative analytical skills. Experience writing high quality reports, and incorporating written feedback and addressing comments from multiple stakeholders Excellent written and oral English.
