This Is Not A Procurement Notice Or A Request For Tenders, But An Invitation To A Market Dialogue For Potential Bidders. The Purpose Of The Market Dialogue Is To Map The Market And Collect Information And Suppliers Comments So That A Possible Future Tender Could Be Carried Out In An Appropriate Manner. At This Stage, No Bids Are Requested Or Given. The Request For Information Does Not Obligate The Purchasing Unit To Carry Out The Actual Purchase Or To Carry Out The Purchase As Described In The Request For Information Or In The Market Dialogues. The Procurement Unit Is Not Obliged To Take Into Account The Responses Received To The Request For Information When Preparing The Request For Tender. Those Who Responded To The Request For Information Will Not Be Compensated For Answering The Request For Information Or For Participating In A Possible Market Dialogue Event. Answering The Request For Information Does Not Bind The Supplier To Participate In The Tender, Nor Is It A Prerequisite For Later Participation In The Actual Tender. Answering Or Not Answering The Request For Information Does Not Affect The Bidders Position In The Actual Tender.Purchasing Target The Procured System Is A Saas-Based System Unit That Enables Service Center Use. In The Procurement, A Solution Is Sought That Serves Bilingual Municipal Customers And Municipally-Owned Organizations In Particular. The Solution Must Also Scale To The Needs Of Larger Municipalities (For Example, The City Of Vaasa). The System Must Offer A Wide Selection Of Ready-Made Financial Management Processes, Functions And Settings Optimized For Public Administration Organizations. The Goal Of The Procurement Is To Implement And Deliver To The Customer A Modern Financial Management System Solution That Supports High-Quality, Efficient And As Far As Possible Automated Financial Service Production. The Solution Can Be Based On The Current Dynamics F&O Platform Solution Or Be A Completely Separate System Entity. The Solution Must Contain Ready-Made Financial Management Processes, Functions And Settings Optimized For Public Administration Organizations. The Object Of Procurement Is Described In More Detail In Annex 1 Description Of The Object Of Procurement Of The Market Dialogue. Suppliers Should Note That The Description Of The Object Of Procurement Is A Preliminary Top-Level Description And It Can Be Further Specified In The Possible Procurement Phase. The System Entity Must Cover The Following Areas:• Accounting And Financial Statement• Purchase Ledger And Recycling Of Purchase Invoices• Sales Invoicing, Sales Ledger• Asset Management• Budgeting, Forecasting And Reporting. Financial Statements And Risk Management Tools, Artificial Intelligence Automation Of Purchase Invoices And Solutions For Group Accounting And Financial Statements. In Addition, The Service Models Of Suppliers And The Suitability Of The System For The Service Center Model And Especially For The Needs Of Municipal Customers Are Examined. The System Should Support The Extensive Main User Functions Of The Service Center And Automation Opportunities Should Be Found In The System To Make Processes More Efficient. Implementation Of The Market Dialogue A Discussion Opportunity For The Market Dialogue Is Reserved For Each Supplier Who Meets The Conditions, And The Opportunities Are Organized Using A Teams Connection. The Events Are Planned To Be Organized During March. The Preliminary Agenda Of The Discussion Session And Clarifying Questions For Journalists Are Presented In Appendix 2 Agenda And Questions Of The Market Dialogue. Written Answers To The Questions Are Requested No Later Than After The Meeting With The Supplier. Market Dialogue Events Are Recorded For The Use Of The Subscriber And Possible Future End Customers. Recordings Can Be Distributed To Future End Customers, Such As The City Of Vaasa, For Their Internal Use In Connection With The Procurement Process. Otherwise, The Recordings Will Not Be Shared With Outsiders. The Recordings Will Be Destroyed After The End Of The Procurement Process. After The Discussion Sessions, We Will Send Preliminary Tender Request Materials To All Participants In The Market Dialogue During April-May For Comment. If Necessary, Short Discussion Sessions Are Organized To Go Through The Tender Materials, But Primarily Comments Are Made In Writing. Timetable And Follow-Up Actions After The Market Dialogue, Mico Botnia Will Evaluate, Based On The Information Received And The Suppliers Comments, How The Request For Tender Will Be Drawn Up And In What Form The Tendering Process Will Be Carried Out. The Decision To Launch The Tender Will Be Made Based On The Results Of The Market Dialogue. The Goal Is That The Actual Request For Tender Will Be Published In August At The Latest. All Suppliers Who Participated In The Market Dialogue Will Be Informed About Further Actions And The Schedule Separately.
