Tenders are invited for Revalorization of the Architectural and Urbanistic Heritage of Phnom Penh City Center (20242026) Revalorization of the Architectural and Urbanistic Heritage of Phnom Penh City Center TERMS OF REFERENCE: Structural engineer expertise Client: Municipality of Phnom Penh, 69 boulevard Preah Monivong, Cambodia Duration of consultancy: 6 months Estimated number of work days: 5 to 7 days per months, variable from one month to another based on work load. Expected start/end: March to August 2026 Application deadline: 23 rd Feb 2026 by midnight Estimated total budget for the mission: 9,000.00 USD including tax PROJECT DESCRIPTION The project stems from the observation that a large number of historical collective buildings in downtown Phnom Penh are in a derelict state, in a context of a highly pressurized land market. The project aims to develop a participatory methodology for the renovation of such buildings, with a dual objective: 1/ to enable the renovation of buildings from the first half of the 20th century and from the 50s and 60s in their historical and heritage dimensions; 2/ to adapt them to climate change and new uses, while preserving their architectural qualities (natural ventilation, insulating materials, etc.) and with a goal of resource efficiency (renovation rather than demolition/reconstruction; optimal energy consumption). With the support of the City of Paris, the Phnom Penh Capital Administration is aiming to create a policy dedicated to the rehabilitation of these historical buildings thanks to a series of activities which will support residents and local authorities better understand the issues and possible solutions for upgrade. The overall aim of the project is to develop a methodology for the renovation and management of existing built heritage and to encourage residents to invest in the rehabilitation of built heritage. Such an approach should also (re)enhance the value of historic neighborhoods by improving public spaces. The project will pursue two specific objectives: - OS1: the development of heritage governance through the introduction of management tools and methods for the rehabilitation of built heritage, with the active participation of local residents;. Phnom Penh Capital Administration, referred to as PPCA, is recruiting structural engineer expertise (individual or company) with the general mission to support with the implementation of the technical studies for two test buildings, the first building consists of 4 floors with total 11,545.81 m2 and second building consist of 3 floors with total 2,535.82m2 . Tasks include: - Provide training for the project team (two architects, one project manager) and the Technical Working Group (5 to 6 people from PPCA technical divisions and relevant line departments) in a Learning by doing approach on the following topics: o Introduction to building inspection (methodology, visits, visual observations, etc.) o Identification of building pathologies, particularly those associated with aged reinforced concrete (cracking, carbonation, reinforcement corrosion, etc.) in humid tropical climates o Assessment of structural disorders in buildings affecting the stability, safety and durability of buildings o Remediation, restoration and renovation techniques (reinforcement, concrete treatment, preventive and corrective actions) o Cost estimation of required works Tender Link : https://www.bongthom.com/job_list.html?category_id=55&order_by=start_date&order_dir=desc
