On January 1, 2025, The Updated Urban Wastewater Treatment Directive Entered Into Force, According To Which Member States Must Remove Micropollutants From Pharmaceuticals And Cosmetics In Certain Wastewater Treatment Plants. To Achieve This Goal, The Directive Foresees The Implementation Of The Fourth Cleaning Step And The Development Of An Extended Producer Responsibility System (Epr) To Finance It. The Purpose Of This Study Is To Evaluate The Impact Of The Said System On The Market Of Pharmaceutical And Cosmetic Products, Including The Availability, Affordability And Accessibility Of Pharmaceuticals In Estonia. In Addition, The Purpose Of The Study Is To Analyze And Offer Solutions For The Design Of The Payment System, Including Explaining How Payments Will Be Made From Pharmaceutical And Cosmetic Product Manufacturers To Producer Responsibility Organizations And From There To Water Companies For The Establishment And Operation Of The Fourth Treatment Stage.
