It Services: Consulting, Software Development, Internet And Support – (26071) 101 Newcms. The Parliamentary Services Are The Staff Department Of The Federal Assembly And Its Organs. They Support Them In Fulfilling Their Tasks And Carry Out The Functions Listed In Article 64 Of The Parliamentary Act Of December 13, 2002 (Parlg) And In Article 17 Of The Ordinance Of The Federal Assembly On The Parliamentary Act And On Parliamentary Administration Of October 3Rd, 2003 (Parlvv). They Are The Hub Between The Federal Assembly On The One Hand And The Federal Council, Other Authorities And The Public On The Other. In Doing So, They Protect And Promote The Interests And Dignity Of The Federal Assembly And Its Organs. In Accordance With The Separation Of Powers, They Are Subordinate To Parliament And Independent Of The Federal Council And The Federal Administration. The Superior Authority Is The Administrative Delegation Composed Of The Presidencies Of The National Council And The Council Of States. Among Other Things, The Parliamentary Services Inform The Public About The Federal Assembly And Its Activities In Accordance With Article 12 Of The Rules Of Procedure Of The Parliamentary Services And Offer The Council Members Services In The Areas Of Documentation And Information Technologies. In This Context, The Parliamentary Services Operate A Website (“Parl.Ch”) On Which Comprehensive Information On Parliamentary Operations Is Publicly Available. The Procurement Item For Which A Service Provider Is Being Sought Essentially Consists Of Replacing The Previous Parliamentary Services Website, Including The Content Management System, By The End Of 2027. This Includes, In Particular, The Configuration And Integration Of The Cms And The Connection Of The Required Peripheral Systems And Web Services, The Implementation Of A Front End Based On It, Including Its Redesign With A Focus On Accessibility And Mobile-Friendliness. From The Time The New Website Goes Live, Support And Maintenance For The New Solution, Which Is Constantly Being Developed, Must Be Guaranteed For Four To A Maximum Of Ten Years. While The Cms Will Be Operated In The Parliamentary Services Data Center, A Public Cloud Is Planned To Operate The Front End. The Data Location Of The Public Cloud Infrastructure Used Must Be In Switzerland And Must Be Protected As Much As Possible From Political Influence. This Is Intended To Ensure The Digital Sovereignty Of The New Website. It Is Assumed That The Selected Operating Variant Is Effective; However, If An Alternative Approach Proves To Be More Appropriate As Part Of Further Conceptual Work, This Can Be Examined. Details Regarding The Operational Architecture Can Be Found In Appendix 10 (It Architecture).
