Expression of Interest are invited for Support for Developing a Methodology for Water Resource Usage Fee Calculation. The primary objective of this assignment is to develop a comprehensive and standardized methodology for the tariff system for water use and withdrawal to enhance climate adaptation at a basin level. The assignment will include the design and prepare for implementation a national water resources tariff structure comprising an administrative fee (cost recovery) and a water use charge, harmonized with existing economic instruments and informed by adaptive water availability assessments. The methodology will be designed to: Ensure transparency and credibility in water resource fee calculation. Align with the principles of the Water Framework Directive (2000/60/EC) and EU legislation, while be in line with Albanias socio-economic context and regulatory and policy framework. Support the legal framework for revenue collection, resilience and sustainable water resource management and propose potential legal / policy reform for cost recovery. Harmonize administrative fees with strategic objectives and efficient procedures.
